Gov’t, UNICEF Strengthen Sub-national Planning, Coordination For Better Results For Children

The first workshop on strengthening sub-national planning, coordination, monitoring and budgeting for better results for children was organized on March 12 in Attapeu province by the Department of International Cooperation of the Ministry of Planning and Investment, and the Attapeu Department of Planning and Cooperation with support from UNICEF Lao PDR.

The purpose of the meeting was to share the concept of the provincial planning for children with provincial authorities and related line departments, provide an update on the situation of children in the province based on the Lao Social-Indicator Survey (LSIS II) and the Multi-Overlapping Deprivation Analysis (MODA), and to discuss and agree on implementation modalities including workplan, planning and coordination mechanisms, key performance indicators and M&E, and results-based budgeting to link with the current Provincial Socio-Economic Development Plan (PSEDP).

Vice Governor of Attapeu province, Mr Phonsamay Mienglavanh highlighted the importance of Official Development Aid as one of the key factors for the implementation of the provincial development plan that covers one third of all resources.

It is very important to strengthen sub-national planning, coordination, monitoring and budgeting as this will be instrumental in delivering better results for children, said Mr Phonsamay Mienglavanh.

Attapeu is the first province to launch this initiative. I hope this workshop will help to build consensus on the approach needed to work together on this and improve the lives of children across the country, said Octavian Bivol, UNICEF Representative, who also referred to the role that Attapeu can play in contributing to achieve graduation from LDC status by 2024.

The experience from Attapeu will also inform the preparation of 9th NSEDP to focus on integrated planning and budgeting at national and subnational level and make the correct investments in the generation of children and young people who will be born and grow between now and 2030, the Lao PDR’s generation 2030, said Mr Bivol.

It is expected that this initiative will result in better synergies between sectors, improved monitoring and reporting, increased resource mobilization based on demonstrated results, and enhanced understanding of results-based management, thus contributing to improve efficiency and effectiveness in programme implementation.

For 2019, the initial budget from UNICEF to support provincial planning in Attapeu is USD 1.3 million.

The subnational planning, coordination, monitoring and budgeting process will continue in other priority provinces, including Phongsaly, Bokeo, Huaphan, Xieng Khuang, Savannakhet and Saravan provinces under the leadership of the Department of International Cooperation of the Ministry of Planning and Investment.

Prior to this important workshop, Dr Octavian Bivol, UNICEF Representative of the Lao PDR and Mr. Sisomphone Phetdaoheuang, Deputy Director of the International Cooperation of the Ministry of Planning and Investment met with Mr Leth Sayaphone, Governor of Attapeu province to agree on the approach to strengthen sub-national planning, coordination, monitoring and budgeting for better results for children in Attapeu province and discuss the way forward.
