LAOAG: The construction of the initial 300 low-cost housing units under the Pambansang Pabahay Para sa Pilipino (4PH) program in Barangay Talingaan this city is now in full swing for the scheduled turnover by August, according to the project developer.
‘Right now, we are closely working with our men so that the first batch of approved applicants will be ready to move in in August,’ Elliot Louis Mcloughlin, chief executive officer of EL Construction and Development Group Inc., said in a media interview on Monday.
Mcloughlin said water and electricity supply are also being laid.
‘This project is for the people of Laoag and nearby towns. This would become a big accomplishment of the President (Ferdinand R. Marcos Jr.) to help solve our housing backlog,’ said Brenda Cao, department manager of the Pag-IBIG Fund, which is funding the project with a private developer, EL Construction and Development Group.
Launched in September 2022, the 4PH program is a government housing program being implemented by the Depart
ment of Human Settlements and Urban Development (DHSUD) in collaboration with other government agencies to address some 6.5 million housing backlogs for the poor nationwide.
For the Laoag City housing project alone, approved applicants will pay a minimum of PHP2,800 monthly amortization at a payment term of up to 30 years. Pag-IBIG Fund is also providing a 5-percent subsidy to eligible applicants of the housing unit.
As of January this year, about 2,500 individuals have signed up to avail of the program, either in the nearest Pag-IBIG office in their village or at the City Planning and Development Office located at the Laoag City Hall.
In 2023, the city government of Laoag signed a memorandum of agreement with EL Construction and Development Group Inc., for the development of the 106,000-square-meter property in Barangay Talingaan, which will be soon called EL Sands Residences.
The European-style housing project will be comprised of 4,600 units spread across 46 five-story buildings, with each floor accomm
odating 20 units once fully-completed.
Laoag City is the first local government unit in Region 1 to implement the 4PH program of the national government.
