Signatories to the document were Minister of Labour and Social Welfare, Mrs Baykham Khattiya, and Deputy Prime Minister, Minister of Foreign Affairs Mr. Saleumxay Kommasith in the presence of relevant officials.
Under the content of agreement, firstly the organizational structure, reporting and management of the National Regulatory Authority for UXO/Mine Action Sector has been transferred and the ongoing Lao National Unexploded Ordnance Programme should continue implementing under the supervision of the Ministry of Labor and Social Welfare as usual.
The National Regulatory Authority for the UXO/Mine Action Sector in the Lao PDR (NRA) is a public institution of the Government of the Lao PDR.
It is responsible for the regulation and coordination of all operators in the country working on the clearance of unexploded bombs, artillery shells, grenades, landmines and like ordnance.
The government has so far made great efforts to solve the problem of unexploded ordnances remaining in the country has been initiated since the nation gained liberty. Until 2004, the government thus established the National Regulatory Authority for UXO/Mine Action Sector in Lao PDR.
