Vietnam and Laos Strengthen Ties in Technology and Digital Transformation

Ho chi minh city: Deputy Prime Minister Bui Thanh Son met with Lao Deputy Minister of Technology and Communications, Saysana Sitthiphone, during the 2025 Autumn Economic Forum to discuss enhanced cooperation between Vietnam and Laos in information technology and digital transformation.

According to Lao News Agency, the meeting focused on strategies for improving bilateral cooperation in digital infrastructure and connectivity. The forum, themed “Green Transition in the Digital Era,” serves as a crucial platform for dialogue on socio-economic development, emphasizing the role of digital infrastructure in sustainable growth and regional connectivity-key interests shared by both nations.

Deputy Prime Minister Son highlighted the importance of digital infrastructure as a cornerstone of bilateral connectivity, alongside other economic linkages. He urged Vietnamese ministries and agencies, particularly the Ministry of Science and Technology, to collaborate closely with their Lao counterparts to execute signed agr
eements effectively.

Vietnam is prepared to support major technology enterprises like Viettel, VNPT, and FPT in engaging with Lao partners to advance cooperation in digital infrastructure and emerging technologies. Deputy PM Son emphasized Vietnam’s commitment to assisting Laos in developing digital human resources, sharing experiences, and supporting training in IT, digital transformation, and artificial intelligence.

Son also underscored the significance of data infrastructure, expressing Vietnam’s willingness to cooperate with Laos in developing national data repositories and enhancing data connectivity. During a recent visit by the Lao President to Vietnam, a cooperation program was initiated to support Laos in building a national population database, underscoring its strategic importance.

Vietnam is actively working on Project 06, which focuses on the digitalization of population data. The Ministry of Public Security is collaborating with other ministries to develop a national database, expected to be
completed by 2025. Vietnam is ready to share its experiences and technology with Laos, aiming for cooperation at regional and international forums, particularly in cybersecurity.

Lao Deputy Minister Sitthiphone highlighted ongoing cooperation activities in IT and digital transformation, including expert exchanges and training programs that have bolstered Laos’ human resource capacity. He expressed gratitude for Vietnam’s support in developing scientific and technological infrastructure and offering technical assistance in cybersecurity.

Sitthiphone proposed future cooperation priorities, such as developing cloud and data infrastructure, applying AI and high-performance computing, and enhancing digital transformation in public services and the economy. Laos seeks continued cooperation, technology transfer, and training support from Vietnam to aid its socio-economic development.
