Can Tho, UK look to cooperation in education, health, transport infrastructure


Can Tho: Vice Chairman of the Can Tho People’s Committee Duong Tan Hien on December 11 hosted a visiting delegation from the British Consulate General in Ho Chi Minh City, with the sides expressing their intention for better joint work in education, health, and transport infrastructure.

Heading the delegation, Deputy Consul General Sam Wood expressed his hope that UK localities can connect and collaborate with the Vietnamese Mekong Delta city with a focus on the above-said areas, and enjoy favourable conditions created by and assistance from the municipal authorities.

The diplomat vowed to engage in the organisation of various networking activities during his tenure to bring investors from the UK to Can Tho to seek opportunities for investment partnerships.

Hien told his guests the three sectors are the city’s investment attraction priorities, and that Can Tho welcomes UK enterprises to the city to study the local market and forming cooperation.

Can Tho wishes to capitalise on opportunities brought about
by the UK-Vietnam Free Trade Agreement (UKVFTA) serving improved trade between it and UK firms, particularly regarding its strong fields such as rice, fruit, and fishery.

Between January and October, Can Tho exported to the UK 19.51 million USD worth mostly of rice, aquatic products, apparel, handicrafts and processed farm produce./

Laos Students in Guangxi Learning High-speed Rail Technology witness the China-ASEAN Transit Interconnection

Wu Mingxiong remembers that he was nervous and excited when he first took the transnational high-speed rail. At the beginning of September, he recalled in an interview, “The high-speed train is very fast. I feel a bit awkward at first, but later I find it is running very steadily.” He took high-speed train from Luang Prabang, Laos, and arrived at Mohan Station in Yunnan Province, China, only 2 hours. Then, he transferred from Yunnan to Liuzhou, Guangxi by high-speed train, and the whole journey cost him 800 yuan.

As a high-quality landmark project under “the Belt and Road Initiative”, the opening of the China-Laos Railway has greatly promoted the exchanges and economic development of cities along the route in Laos. “In the past, it took a day to take a bus from Luang Prabang to Vientiane, but now it takes only about 2 hours after the high-speed rail was opened.” Being optimistic about the development prospects of high-speed rail , Wu Mingxiong chose to study operation management in China in hope that he can make contributions to his motherland after his study in China.

“Railway transportation is an emerging industry in Laos and the future is promising.” Like Wu Mingxiong, Wang Yi, a Lao student, is optimistic about the development of the railway industry. Wang Yi, a 20-year-old girl from Laos, came to China to study with her cousin. She wants to be a “high-speed train attendant” in the future and dress up beautifully every day to serve the passengers of Laos and China.

At present, a number of “the Belt and Road Initiative” co-construction projects such as Jakarta-Bandung High Speed Railway and Sino-Thai Railway are also progressing in an orderly manner. With the continuous promotion of interconnection between China and ASEAN countries, the demand for compound railway talents is increasing, and the exchanges between China and ASEAN countries are getting closer.

As a vocational college with a railway background in Southwest China, Liuzhou Railway Vocational and Technical College has enrolled international students from Thailand for 4 years and from Laos for 2 years. Of the 45 Thai students who have graduated, 26 were employed by rail transit enterprises in Thailand.

At the same time, Guangxi continued to accelerate the construction of an international gateway for ASEAN and comprehensively improve the access to transportation infrastructure. Guangxi has built a total of 43 and transport corridors (highways and railways) to neighboring provinces and countries, which have been connected with neighboring provinces and countries, and jointly built a land transport corridor interconnecting and reaching the north, south, east and west of the province, initially forming an international corridor with Beibu Gulf Port as the seaport, shared by railways and highways, connecting southwest and northwest, and facing ASEAN countries.

Next, Guangxi will make efforts to establish a “land, sea and air” transport situation. According to the plan, there will be 13 expressways in Guangxi leading to the border ports connected with Vietnam; In terms of sea transport, Guangxi will speed up the construction of berths No.9 and No.10 in Dalanping South Operation Area of Qinzhou Port and Berths No.1 and No.2 in Chisha Operation Area of Fangchenggang Port. In terms of air transport, Guangxi will speed up the construction of a large aviation corridor facing ASEAN countries.

Education a highlight in Vietnam-US relations


Education has been one of the most prominent areas of cooperation between Vietnam and the US, with both sides designing many policies to strengthen bilateral partnership in this field based on the shared view that education is the foundation of national development.



According to the International Cooperation Department under the Ministry of Education and Training (MoET), in recent years, the US has actively implemented a number of programmes to support Vietnam in English teaching and education quality enhancing.



In July 2020, the Governments of Vietnam and the US signed an implementing agreement on English teaching under the Peace Corps programme. The programme was officially started in October 2021, aiming to help Vietnamese students develop their English skills to access studying and employment opportunities.



Volunteers of the Peace Corps programme have been sent to rural schools to train local English teachers and improve students’ performance in English language.



According to the MoET, this project is strategically suitable to Vietnam’s priorities. So far, nine volunteers from the programme have been assigned to nine senior high schools in rural districts of Hanoi. More volunteers are scheduled to arrived in the city in October for the 2023-2024 academic year.



On September 21, 2022, the MoET and the US’s Educational Testing Service (ETS) signed a memorandum of understanding on cooperation in improving English training quality and testing capacity for the educational system in Vietnam.



In a meeting with ETS Vice President Rohit Sharma last month, MoET Minister Nguyen Kim Son suggested some priorities for cooperation in the immediate future, including sending ETS experts to Vietnam to give consultancy and share experience in testing activities, providing documents and information in organising examinations, and creating conditions for Vietnamese experts to receive training courses of ETS. He also underlined Vietnam’s interest in digital transformation in this field.



Besides, universities of Vietnam and the US have enjoyed strong partnership, especially in training and researching.



Currently, about 50 out of more than 400 underway higher education linkage programmes in Vietnam are with US partners, mostly at graduate (655 students) and post-graduate (about 70 students) levels. Those linkage programmes are mainly in science-technology, computer science and economics.



In recent years, the US Government has provided Vietnam with hundreds of undergraduate and postgraduate scholarships through the VEF Foundation, and supported improving English skills through the Fellowship and Fulbright programmes. The US has also provided Vietnam with practical support to strengthen tertiary education capacity through BUILT-IT and FURTHER projects funded by the US Agency for International Development (USAID).



There are currently about 26,000 Vietnamese students studying in the US both as self-funded and scholarship recipients. Meanwhile, in the last five years, an average 10 – 20 students from the US have come to Vietnam to study Vietnamese and Vietnamese studies.



USAID has also provided significant support for Vietnam’s education and training sector, with some 68 million USD in total granted to projects in Vietnam.



In September 2022, the MoET and the USAID signed a memorandum of understanding on providing development aid to enhance the higher education quality in Vietnam, with a total aid of 15.4 million USD starting from 2023.



A number of US-invested educational institutions have been established in Vietnam, with six general education institutions in Hanoi and Ho Chi Minh City, Quang Ninh, Hai Phong, Binh Duong and a university in Ho Chi Minh City.



The Fullbright University Vietnam (FUV) was established in May 2016 as a 100% foreign-invested higher education institution operating not for profit.



Vietnam has focused on promoting international integration and attracting foreign investment in education in a bid to enhance education quality towards creating a breakthrough in human resources development. Therefore, there is great potential for educational cooperation between Vietnam and the US, contributing to promoting bilateral relations, strengthening the connections between the two peoples and boosting the sustainable development of Vietnam./.

2nd GMC to bring in Masscom students from 174 universities

Comprehensive workshops and an avenue for collaboration await mass communication students from 174 universities around the world during the second edition of the Global Media Congress (GMC). Organized by the ADNEC Group, in partnership with the Emirates News Agency (WAM), GMC 2023 is scheduled from Nov. 14 – 16, 2023 at the Abu Dhabi National Exhibition Centre (ADNEC) under the patronage of Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, and Minister of the Presidential Court. ‘We look forward to collaborating with WAM and all our partners in the government and private sectors to launch the second edition of the Congress,” said Humaid Matar Al Dhaheri, Managing Director and Group CEO of ADNEC Group. The GMC has extended an invitation to students from 24 universities in the United Arab Emirates (UAE), 19 Gulf Cooperation Council (GCC), 47 Arab and 84 foreign universities to take part in the upcoming three-day event, aiming to provide the participants with insights into the media industry and its functions and roles in community development. GMC workshops — designed to familiarize students with media technologies and tools — will cover key topics focused on media education, environmental and sustainability-related media, sports media, as well as media education, and relevant challenges, opportunities and the utilization of innovation and new tech solutions. The Congress will also facilitate opportunities to foster collaboration and establish media partnerships aimed at propelling the transformation, sustainability and evolution of the media industry. STEAM education festival held in Hanoi

The STEAMese Festival 2023 with the theme of igniting creativity and unlocking passion, took place in Hanoi on August 27, attracting the participation of numerous students, parents, teachers, and educational institutions.

The event was organised by the STEAM for Vietnam organization, UNICEF in Vietnam, the US Embassy’s American Center, and Phenikaa University.

Speaking at the event, Nguyen Phuong Thuy, co-founder of STEAM for Vietnam, said the ecosystem of STEAM for Vietnam programmes revolves around a mission of providing modern STEAM education to Vietnamese children aged 6 to 18 through advanced technologies, innovative educational models, and the expertise of teachers.

Kate Bartlett, Cultural Attaché at the US Embassy, affirmed that the US diplomatic mission in Vietnam is committed to supporting the Southeast nation’s efforts in enhancing the quality of higher education and preparing its 21st-century workforce for global integration. Vietnamese youths are dynamic, talented, and ambitious global citizens, and their potential is limitless, she noted.

Participating domestic and international experts, policymakers, and schools joined discussions at the festival to share teaching methods and materials design for STEAM educators.

A series of creative and interactive STEAM activities, such as the Scratch and Robotics, scientific exploration, and robot assembly, were also organised, becoming a big draw to students, parents, and teachers from Hanoi, Lao Cai, Soc Trang, and other provinces and cities./.

5K TESDA scholarship slots available for Albay province

The Technical Education and Skills Development Authority (TESDA) in Albay province on Friday encouraged residents to avail of the agency’s scholarship programs with more than 5,000 available slots. “We have the slots, so we have the enrollment day listed. Our partner technical vocational institutions with available slots are here,” Mariglo Macabuhay-Sese, TESDA-Albay director, announced during a press briefing for the “World Cafe of Opportunities,” a one-stop shop for jobseekers and aspiring scholars. At least 5,520 slots with courses for construction, agriculture, tourism, related qualifications, maintenance, and engineering are available for implementation until December, she said. “Albay is very lucky because 42 percent of the total scholarship budget for Region 5 (Bicol) is here in this province. We are inviting all individuals willing to avail of the training that fits their interest,” Sese added. TESDA Bicol has a PHP500 million scholarship budget and 42 percent are allocated for Albay, she noted. In an interview, TESDA public information officer Laurence Arimado said 54 technical-vocational graduates in Albay were hired on the spot in the event. “Some 48 job applicants were nearly hired after the interview and evaluation of their qualifications and requirements. At least 80 clients were ready for training,’ Arimado said. He said the event aims to empower participants to seize the prospects presented by the changing job landscape and evolving industries. “This event serves as a valuable platform for Technical Vocational Education and Training graduates, alumni, and all jobseekers in Albay to connect with potential employers, explore further training opportunities, and access support services leading to career advancement,” he said. Meanwhile, John Dominic Acuna, 26, of Barangay Bagong Abre, lauded TESDA for the opportunity after he was hired on the spot by a car company. “I need this job, I’ve been looking for a job for one year already. The process of applying is easy since I have the required qualifications they needed,” he said. He also underscored the importance of upgrading one’s skills and competencies to have an edge when applying for a job.
