13th Session of DPRK’s Supreme People’s Assembly Concludes with New Laws

Pyongyang: The 13th Session of the 14th Supreme People’s Assembly of the Democratic People’s Republic of Korea was held at the Mansudae Assembly Hall on September 20 and 21. Convened during a period of intensified national efforts to fulfill the tasks set by the Eighth Congress of the Workers’ Party of Korea, the session aimed to celebrate the 80th founding anniversary of the Party and prepare for the Ninth Congress with notable achievements.

According to Lao News Agency, deputies to the SPA, along with observers from the Party Central Committee, SPA Standing Committee, the Cabinet, ministries, national agencies, and armed forces, gathered in Pyongyang and local areas for the session. Key figures like Pak Thae Song, Choe Ryong Hae, and other senior officials took the platform, emphasizing their commitment to advancing socialist economic construction and the development of science, technology, and culture. The session unanimously adopted ordinances, including the “Law of the DPRK on Grain Management” and the
“Law of the DPRK on Intellectual Property.”

The assembly also focused on the enforcement of the law on urban management. Deputy Ko Kil Son, alongside other deputies, analyzed the challenges faced by urban management in keeping pace with the evolving appearance of cities and rural areas. They proposed solutions to enhance urban management, which were addressed by Deputy Pak Thae Song. The session concluded with the unanimous adoption of a decision “On Thoroughly Executing the Law of the DPRK on Urban Management.”

On the second day, Kim Jong Un delivered a significant speech, acknowledging the SPA’s responsible work and outlining the successes in national economic development. He analyzed the regional situation, clarified the DPRK’s stance towards the U.S. and the ROK, and urged deputies to work towards the Republic’s prosperity. His speech was met with enthusiastic support from the deputies.

Kim Jong Un’s address was heralded as a guiding program for the nation’s development, encouraging the people to conti
nue on their chosen socialist path. The session concluded with a commitment from the participants to fulfill their duties and contribute to the rejuvenation of the DPRK, in line with Kim Jong Un’s ideology and vision.
