President Thongloun receives Prime Minister of Cuba

President Thongloun Sisoulith on Oct 3 received a courtesy visit from the Prime Minister of the Republic of Cuba Manuel Marrero Cruz.
The Cuban premier and his delegations are on a working visit to Laos between October 2 and 4.
President Thongloun Sisousith expressed his appreciation for the Cuban leader’s visit to Laos noting that the visit constitutes the first of its kind at premier level and a new landmark in continuing to strengthen and enhance the longstanding fraternal friendship and cooperation between Laos and Cuba.
The Cuban premier’s visit aims to strengthen and enhance the long-standing fraternal friendship and cooperation between the Parties, governments and peoples of Laos and Cuba.
In reply, the Cuban Prime Minister expressed his sincere thanks to the president for his warm welcome, and informed him about his meeting with his Lao counterpart Phankham Viphavanh on Sunday where he and his host counterpart reviewed the bilateral cooperation and discussed directions of cooperation for years to come under bilateral and multilateral cooperation frameworks and exchanged points of view on regional and international issues of common interest.
The Cuban premier also conveyed to the president the greetings and invitation from Cuban President Miguel Díaz-Canel for a state visit to Cuba.
President Thongloun expressed his satisfaction on the growing relations and cooperation between the Parties, governments and people of Laos and Cuba.
He also expressed on behalf of the Party, government and people of Laos gratitude to the Cuban government for its priceless assistance including scholarships for human resource development, and technical assistance.
President Thongloun Sisoulith assured the guest that the Party, state and people of Laos will continue to do their best together with their Cuban counterparts to protect and strengthen the long-standing friendship and cooperation between the two nations thus bringing benefits to the people of the two countries.
The president emphasized that Laos and Cuba should continue to strengthen cooperation in various fields such as education, sports, and health.
On the same day, the Cuban government leader also met with President of the National Assembly Xaysomphone Phomvihane.

Adolescents echo ideas about ‘my body, my rights’ to celebrate the International Day of a Girl Child

Ethnic youth and young LGBTIQ+ came and joined the debate competition event in Houayxay district, in Bokeo Province on the theme of ‘my right, my body’ to celebrate the International Day of a Girl Child 2022 (IDG). Those adolescents debated sexual reproductive health, rights, equality for girls, and girls’ leadership.
Plan International Laos, Provincial Education and Sports Services, and Provincial Women Union held safeguarding, gender equality, and inclusion training as well as public speaking and debate competition for candidates on Sep 23-25 to prepare the youth before the actual debate competition event on Oct 2-3 in Houayxay.
Acting Deputy Country Director – Programmes of Plan International Laos, Mr. Vilasak Viraphanh says, “It is significant to provide a safe space for young people to raise their voice, express their idea and showcase their competency of public speaking and defend their belief by using evidence, speaking skills, teamwork, and time management appropriately.”
Plan International has worked with children and young people in Laos to advance their rights to education, health, and equality for girls to raise their voices since 2007. We intend to benefit 1.028 million people, including 700,000 adolescent girls during the next five years. Our Country Strategy prioritises adolescent girls, especially those from ethnic communities.”
Before the debate competition event, the candidates, three young master of ceremony, and judges strengthened their capacity for public speaking and debate competitions for three days. During the training, the facilitators demonstrated the preparation steps of debating, researching resources, and how to debate. Young people observed, learned, and rehearsed the debate competition in front of their peers and chaperones.
The head of the team SakkunaLachamp highlighted skills she learned from the training. “Public speaking is one of the necessary skills for debating, and it is required to practice regularly to become naturally speaking on the stage.”
Eight debate teams from seven secondary schools in Houayxay district participated in the debate competition this year. The final round was a competition between the Sakkuna Lachamp and the Samakhi Khuephalang to win a 5-million-kip scholarship on the topic of ‘Choose to become different gender from what you’re born is incorrect. The scholarships were 11 million kip in total, a 3-million-kips scholarship for the first runner-up, a 2-million-kip scholarship for the second runner-up, and a 1-million-kip scholarship for the consolation prize.
“It was exciting and challenging to speak in public, and against our opposition. The topic is important and highlights the current situation in our country. Every human being has equal rights to be and to do whatever we wish,” says the second opposition of the winning team, the Sakkuna Lachamp.
Since 2016, Plan International Laos, with the government, and development partners, has promoted equality for girls at the IDG event that is annually held at the national level to celebrate the Nang Noi’s Framework in different themes of each year such as children’s rights, gender equality for girls, education, sexual reproductive health, among others.

Govt officials trained on PPP model contact

The public-private partnerships (PPPs) have been successfully implemented worldwide, and the Government of the Lao PDR has been promoting efficient PPPs to address challenges related to development and operation of public infrastructure and provision of public services with the private sector’s fund.
Moreover, new technologies and high expertise, in line with the National Socio-Economic Development Goals and the National Green Growth Strategy have been acquired as an additional benefit of this initiative.
After the endorsement of the Decree on Public-Private Partnership (PPP) in 2020, the Government has been actively developing necessary legal frameworks and tools to effectively regulate PPPs which are currently growing in number.
As such, the Investment Promotion Department, Ministry of Planning and Investment in cooperation with the United Nations Development Programme (UNDP), under the Poverty-Environment Action for Sustainable Development Goals (PEA) organized a two-day training on PPP Model Contract between Sep 22-23 in Vientiane.
The training addressed 55 government officials from different line ministries. In the training, participants learned about the key principles in drafting a comprehensive PPP contract that addresses conditions, risk allocation, Feasibility Study, Environmental Impact Assessment, and other crucial provisions based on international good practices. Mr. Abduvakkos Abdurahmanov, Team Leader, Natural Resources, Climate Change and Disaster Risk Reduction Unit, UNDP Lao PDR stressed that “During the time of economic challenges around the world, promoting investment through public-private partnerships becomes even more important to support economic recovery. In addition, green and quality investments will also help the country to achieve targets under Sustainable Development Goals (SDGs) as well as 9th National Socio-Economic Development Plan (NSEDP).”
Since 2018, the Investment Promotion Department and the Poverty-Environment Action for Sustainable Development Goals (PEA) has been developing tools and capacity to enhance quality investment promotion and management in Laos. Besides developing the PPP Model Contract, the project has supported the development of Standard Operating Procedure (SOP) and the Guideline on Solicited Proposals and Financing Model for PPPs.
The project is funded by United Nations Development Programme (UNDP), Government of Austria, Belgium, Norway, Sweden and the European Union.
