Bulacan: The Department of Public Works and Highways (DPWH) on Monday ordered the dismissal from service of three officials from its Bulacan 1st District Engineering Office (DEO) in connection with the anomalous flood control projects in the province.
According to Philippines News Agency, in a decision dated September 15, DPWH Secretary Vivencio Dizon dismissed former Assistant District Engineer Brice Ericson Hernandez, Construction Section Chief Jaypee Mendoza, and Accountant Juanito Mendoza. They were found guilty of administrative charges including “disloyalty to the Republic of the Philippines and to the Filipino People, Grave Misconduct, Gross Neglect of Duty, and Conduct Prejudicial to the Best Interest of the Service under Section 63(A)(1)(d), (f), (h), and A(2)(a) of the 2025 RACCS (Rules on Administrative Cases in the Civil Service).”
The dismissal also entails a perpetual disqualification from holding public office, meaning the individuals can never occupy any government position in the future. The decision further emphasized that the dismissal penalty does not preclude the possibility of separate civil or criminal charges being filed against the dismissed officials.
The three DPWH officials were implicated in dubious flood control projects valued at billions of pesos in Bulacan, which are currently under scrutiny by lawmakers. Last week, Dizon also ordered the dismissal of former DPWH Bulacan 1st DEO head Henry Alcantara for similar administrative violations.
