BUTUAN CITY – Dinagat Islands has been recognized as one of the country’s top-performing provinces for fiscal management and resource mobilization efforts between 2022 and 2023.
The Bureau of Local Government Finance (BLGF) presented the award to Dinagat Islands during a ceremony in Parañaque City on Wednesday, highlighting the province’s effective use of financial resources.
The recognition is based on BLGF Memorandum Circular No. 017.2024, issued on Aug. 19, 2024, which evaluated the fiscal performance of local government units (LGUs) under the LGU Integrated Financial Tools (LIFT) System over the past two years.
The BLGF awards focus on four key categories: Local Source Revenues (LSR) in nominal terms, the Ratio of LSR to Total Current Operating Income (TCOI), Year-on-Year Growth in LSR, and Total Current Operating Expenditures (TCOE) per capita, which assesses resource mobilization.

ced second in 2023 with PHP5,601 per capita. This category measures how effectively LGUs use financial resources to deliver basic services, including health, education, and social welfare.
Governor Nilo Demerey Jr. and Provincial Treasurer Maria Jocelyn Albores accepted the plaques of recognition during the ceremony.
‘The provincial government of Dinagat is committed to maintaining effective fiscal management and investing in community development,’ Demerey said in a statement, following the award.
He emphasized that his administration prioritizes the needs and welfare of Dinagat Islands’ residents by providing high-quality programs and services.
