Tobacco Harm Reduction Advocates Push for Comprehensive Smoke-Free Measures

Mandaluyong city: Advocates of tobacco harm reduction signed a manifesto on Wednesday calling for multi-sectoral measures aimed at achieving a smoke-free country through accessible, science-backed data and alternatives to tobacco products. The signing took place at a hotel in Mandaluyong City and included representatives from various organizations dedicated to this cause.

According to Philippines News Agency, the manifesto was endorsed by the Nicotine Consumers Union of the Philippines (NCUP), Smokefree Conversations PH, Philippine E-Cigarette Industry Association (PECIA), Quit for Good, Consumer Choice Philippines, VaperAko, VapersPH, CAPS and Partners, and the Science and Innovation Nicotine Advocacy Group (SINAG). These groups emphasized empowering the public by offering ‘better choices instead of continuing to smoke harmful cigarettes.’

The manifesto underscored the need to view tobacco harm reduction as a crucial lifeline, especially for adult smokers unwilling or unable to quit. It also stressed the importance of asserting national sovereignty by defending the Vape Law (RA 11900) globally, recognizing it as a public health strategy. RA 11900, also known as the Vaporized Nicotine and Non-Nicotine Products Regulation Act, seeks to mitigate smoking effects, prohibit sales of vaporized products to minors, and prevent illicit trade.

Citing available data, the advocates noted an increase in the smoking rate among Filipino adults from 18.5 percent in 2021 to 23.3 percent in 2023, highlighting the need for effective alternatives for those wishing to quit. NCUP founder Anton Israel, speaking at the event, emphasized that RA 11900 provides an option for smokers who find it difficult to quit due to habitual addiction.

Israel advocated for educating the public, particularly minors, about the differences between tobacco products and vaporized alternatives. He suggested that understanding these differences could discourage minors from using vapes. He acknowledged that while vapes have negative health effects, they are less severe compared to tobacco products. He also noted that some smokers transition to vapes as a way to gradually overcome their addiction.
