Laos’ well-known places, culture reflected in wall murals

An art exhibition of paintings on the wall outside the American Center near the Thaddam in Vientiane has been opened yesterday. It is a work of painting by a famous artist of the Lao PDR supported by the Ambassadors Fund for Cultural Preservation programme (AFCP).

“For more than 20 years, the U.S. government has been supporting cultural heritage preservation in Laos through the Ambassadors Fund for Cultural Preservation program,” said U.S Ambassador to Laos Peter Haymond.

“The mural project at the American Centre is very interesting. Laos has its own history and cultural beauty. I want foreigners who come to visit Laos or Lao people who rarely have the opportunity to go to other provinces to know that there are many beautiful places in the Lao PDR and to persuade them to see those beauties for themselves,” said Ambassador.

“Most recently, beginning last year, we started supporting the documentation and preservation of wall paintings in three temples in Savannakhet. Along the way, the U.S. government has provided more than $1.3 million dollars in funding for projects around Laos,” said He.

“It has been wonderful to see so many Lao people and foreign tourists taking photos of these murals as they walk between That Dam and Lan Xang Avenue. I want to express my appreciation to the artists, especially Alex, who has been a key partner of ours in making these murals come to life,” Ambassador added.

Alex and other members of his “arts 2 win” emerging artist collective; professors and students of the National Institute of Fine Arts; Sai Phonephaseuth, who traveled from Luang Prabang to bring the art of Luang Prabang temple stencil work; and colleagues from the Association for the Preservation and Promotion of Arts and Literature all contributed to making this mural project so impressive and beautiful.

Australia launches training on the revised Grade 5 National Curriculum

Since 2015, the Ministry of Education and Sports (MoES) with the support of the Australian Government through the BEQUAL program has been developing a new national primary curriculum along with new teaching and learning materials and a complete training plan for the primary teachers. The new Grade 5 curriculum will be implemented at the start of the next school year in September 2023. This is the final year of the National Primary curriculum renewal process that began in 2019.

This week, Ajan Outhit Thipmany, Deputy Director General of the Research Institute for Educational Sciences (RIES) and Vanessa Hegarty, First Secretary, Australian Embassy opened the training of trainers’ workshop for Master Trainers. This first workshop marks the beginning of the series of cascade trainings to get all Grade 5 teachers, principals and pedagogical support providers equipped with the necessary skills, techniques and practical knowledge to use the new curriculum materials in their classroom, and ultimately to improve student learning outcomes.

“The objective of the Master Trainer Training Workshop is to introduce the revised Grade 5 curriculum and provide Master Trainers with a good understanding and confidence to pass on their knowledge to the Provincial Trainers who will train the Grade 5 teachers in July and August. Providing well planned, quality in-service teacher training is critical to the success of the new primary curriculum. I am honored to open today the Master Trainers Training and I would like to thank the Australian Government for its continuous support with the development and the implementation of the new curriculum,” said Ajan Outhit Thipmany.

“Today marks the start of the roll out of the new primary curriculum for Grade 5. We should all be proud of this milestone as it represents the final primary grade to be rolled out through the Master Trainer and Provincial Trainer system,” said Vanessa Hegarty.

During the six-days training, from 22nd-30th May 2023, the 64 Master Trainers will be orientated on three subjects of the new Grade 5 curriculum: Lao Language, English, and Science and Environment. They will have the opportunity to explore, test and reflect on different classroom activities built around active learning through microteaching sessions. They will also be introduced to the new assessment approach and the new lesson planning templates. To support the consolidation of learning from face-to-face training a session is included which will focus on how trainers and teachers can continue to learn, develop, seek and provide support with using the new curriculum during the school year.

There will be an increased focus on gender and inclusive education. The Master Trainers will explore practical ways to support teachers with planning and delivering lessons which promote inclusive education and ensure equal opportunities for all students. For example, by giving female students lead roles in group activities, rearranging the room so that it is more accessible for students with mobility issues, or encouraging non-Lao speaking students to use their first language to check their understanding of lesson content.

The increased focus on diversity and gender equality was also reflected during the annual review of the training teams at the beginning of this year and the percentage of female Provincial Trainers has increased to 47%. There is now a more gender balanced training team with 63 Master Trainers (47% female) and 18 Provincial teams of 638 trainers coming from every district of Laos.

In June, the Master Trainers will deliver the training they have received to the 18 Provincial Trainers teams who will then conduct five-days face-to-face training workshops to 13,268 Grade 5 teachers, principals and pedagogical support providers nationwide. The principals and pedagogical support providers will receive an additional sixth day of training in which they will explore practical ways to support teachers, motivate them to engage in professional development and set up a good school environment.

To facilitate additional self-learning, lesson preparation or refresher on specific teaching technique, RIES, with the support of Australia, is continuing to produce a wide range of videos for teachers and trainers. The videos can be viewed on the “teacher development videos” YouTube channel or on the Ministry ESTV channel. The YouTube channel has already more than 2.9 million views. Two new videos have just been produced: a training video on how to set up and manage pair and group work – to be released very soon – and a Role Model interview on how to create learning materials with local resources. More production is coming with a training video on how to build confidence in teaching English and a Role model interview on supporting ethnic students from remote areas. All videos are filmed in Lao classrooms. They are inclusive and dubbed in Sign Language.

“I wish you all success in your training. Your hard work and effort will help primary school children in Laos to strive for better learning outcomes,” Ajan Outhit Thipmany concluded:

“Successful implementation of curriculum training for Grade 5 is one step towards strengthening student learning and ensuring that all students have equal opportunities to participate in a quality education,” Ms Vanessa Hegarty concluded.

Vietnam shows significant improvement in business environment: EIU

Vietnam jumped 12 places in the Economist Intelligence Unit (EIU)’s latest business environment rankings which measure the attractiveness of doing business in 82 countries with 91 crucial indicators.

The report highlights that Vietnam, along with Thailand and India, is considered the Asian country that has made the most progress in terms of business environment development.

Thailand leaped 10 places and India six. Meanwhile, Singapore topped the rankings.

In the first four months of this year, FDI channeled into Vietnam neared 8.9 billion USD, with new capital surging after a slight decrease in the first three months.

According to the Ministry of Planning and Investment’s Foreign Investment Agency (FIA), there were 750 new projects granted with investment licences worth over 4.1 billion USD, up 65.2% and 11.1% annually, respectively.

A total of 386 projects had their capital added for a total of 1.66 billion USD, a 19.5% increase in quantity and reduction of 68.6% in value against the same period last year. The growth, despite the associated decrease, reflected investors’ confidence in Vietnam’s business climate and decisions to expand their existing projects.

Also in the four months, foreign investors did 1,044 transactions of capital contribution and share purchases, with their contributed capital exceeding 3.1 billion USD, up 70.4% year-on-year. They invested in 18 economic sectors, mostly in processing and manufacturing with over 5.1 billion USD or 57.8% of their total investment.

The number of countries and territories investing in Vietnam in the period amounted to 77. Singapore took the lead by pouring close to 2.2 billion USD into the market, followed by Japan with nearly 2 billion USD and China with 752 million USD.

Kaya-Iloilo wins 1st PH Football League title

Kaya-Iloilo clinched the Philippines Football League (PFL) championship without the need to grind for it after Stallion Laguna shut the door on Dynamic Herb Cebu’s last dash to the title with a goalless draw in their final season meeting on Wednesday at the Dynamic Herb Sports Complex in Talisay City. Patrick Deyto played the Grinch for Cebu as he kept a clean sheet for Stallion Laguna with fantastic saves even as Papu Corsame blew Cebu’s best chance to save their title chase, a close-range shot from the right side of the goal that badly sailed off-target. Cebu sent the ball into the goal late into the contest, but the goal was disallowed after the officiating crew ruled it as offside, riling up head coach Memhet Kakil, who confronted the head referee afterward. The referee threw Kakil out of the playing field, capping a frustrating afternoon for Cebu, which failed to capitalize on Stallion Laguna going down to nine men due to red cards and even finished the match with only 10 booters due to a red card as well. Despite ending its season with a 21-match unbeaten streak, Cebu will finish with only 51 points, one short of Kaya-Iloilo, which only has its Saturday night match against Stallion Laguna at the Rizal Memorial Stadium in Manila as its game to spare. A Cebu win could have prompted Kaya Iloilo to at least play Stallion Laguna to a draw or even win to clinch the title. Stallion Laguna, on the other hand, is now up to 32 points after 20 matches. Kaya-Iloilo became the second different club to win it all in the PFL after the Ceres-Negros/United Clark franchise ruled the first four full seasons of the league. Dating back to the days of the old United Football League, Kaya-Iloilo has now won four top-division titles

Meralco won in Luigi Trillo’s first game as its official head coach with a 97-89 win against NorthPort in their PBA on Tour game on Wednesday night at the Ynares Sports Arena in Pasig. The Bolts stormed back in the fourth quarter, dropping 33 points on the Batang Pier after they began the second half with a huge third quarter that actually put them ahead. Allein Maliksi led Meralco with 21 points, four rebounds, three assists, and two steals, while Bong Quinto added 14 points, six rebounds, and four assists. Cliff Hodge and Anjo Caram each chipped in 11 markers with Hodge also grabbing 10 rebounds for his double-double. Jeff Chan had 20 points and two assists, while JM Calma added 15 points, 11 rebounds, one assist, and one block for NorthPort. In his reunion game with former Letran coach Bonnie Tan, Fran Yu had a quiet five points and one rebound off the bench. In the second game, Phoenix regained its dominant form just in time as they withstood San Miguel’s late challenge with a 106-101 win. The Fuel Masters failed to sustain a hot start as the Beermen recovered after conceding 37 first-quarter points and even held a 101-98 lead with 2:20 left in the fourth. However, a split from Chris Lalata sparked Phoenix’s game-deciding 8-0 run as Tyler Tio converted the go-ahead three with 47 seconds left and Raul Soyud hit a crucial layup 21 seconds later. To put some more icing on the cake, Daniel Atienza, a recruit for the preseason, made two more free throws for the final tally. Simon Camacho led the Fuel Masters’ balanced attack that saw eight players scoring in double-figures with 15 points, eight rebounds, and one block off the bench. Tio added 14 points, five rebounds, three assists, and one steal, RR Garcia and Larry Muyang each chipped in 11 markers with Muyang also grabbing 12 rebounds, and Soyud, Sean Manganti, and Kurt Lojera each put up 10 points with Soyud adding 10 boards for his own double-double. Terrence Romeo erupted for 27 points with five rebounds, and seven assists in his first full game in almost two years to lead SMB. Robbie Herndon added 21 points, 11 rebounds, two assists, and two steals, while Jericho Cruz and Rodney Brondial each contributed 12 markers with Brondial also grabbing 10 caroms.

PH, Sweden to further expand defense ties

– Ranking officials from the Philippines and Sweden are looking forward to further developing defense relations between the two nations. This came after Swedish Minister for International Development Cooperation and Foreign Trade Johan Forssell paid a visit to the Department of National Defense (DND) last May 19. The Swedish official was welcomed by DND acting undersecretary Angelito M. de Leon, Defense spokesperson Arsenio Andolong said in a statement Wednesday night. “The two officials acknowledged the increasing engagement between the Philippines and Sweden, covering various areas from economic to defense. Minister Forssell highlighted Sweden’s intent to develop a sustainable and long-term partnership with the Philippines,” he added. Andolong added that de Leon and Forssell are looking at the expansion of further defense relations with the signing of the Memorandum of Understanding (MOU) for defense materiel acquisition. “Both officials looked forward to further developing bilateral defense relations between the two countries, through the signing of the MOU concerning cooperation on defense materiel acquisition,” he added. Forssell and de Leon also exchanged the two nations’ respective positions on current international security issues. “Both officials underscored the two countries’ shared interest in preserving regional peace and stability and promoting the rule of law,” Andolong noted. On March 24, DND chief Carlito Galvez Jr. met with Swedish Ambassador to the Philippines Annika Thunborg to discuss updates on the Philippines’ defense modernization efforts, particularly on the priorities of the Philippine Air Force (PAF) to boost its surveillance and interdiction capabilities. Andolong earlier said relationships between the Philippines and Sweden are good as both countries have partnered for peace works. With growing defense ties between the two countries, Galvez and Thunborg are looking forward to the negotiation and conclusion of a framework for defense materiel acquisition. “Both sides also explored the possibility of visits of delegations in the future,” Andolong added. Earlier, Sweden’s offer to supply Saab-made JAS-39 “Gripen” multi-role fighters (MRF) to the Philippines was among the key topics discussed by then DND officer in charge Jose Faustino Jr. during a meeting with Thunborg last December 21. The two officials discussed “mutual interests in the field of defense”. The JAS-39 “Gripen” is one of the two jet fighters eyed by PAF to fulfill its MRF requirement.
