Cacdac Vows Gov’t Accountability as OFWs Demand Clean Governance

Manila: The Department of Migrant Workers (DMW) has vowed to uphold transparency and accountability in public service, as Secretary Hans Leo Cacdac assured overseas Filipino workers (OFWs) that corrupt practices will not be allowed to persist in the government. In a news release Monday, Cacdac noted the directive of President Ferdinand R. Marcos Jr. to hold accountable those public officials involved in anomalous transactions.

According to Philippines News Agency, Cacdac emphasized the importance of integrity in public service during a meeting with the Filipino community in Shanghai. This meeting was part of the Bagong Bayani ng Mundo: OFW Serbisyo Caravan held at the Philippine Consulate General Office. Cacdac highlighted President Marcos’ dissatisfaction with the 2025 budget, particularly concerning budget insertions, which led to a call for full accountability in public service.

Cacdac mentioned Executive Order (EO) 94, which established the Independent Commission for Infrastructure (ICI). This commission is tasked with investigating irregularities in government flood control and infrastructure projects. The creation of the commission demonstrates the administration’s commitment to uncovering the truth and holding individuals accountable.

During his meeting with the Filipino community, several OFW leaders expressed their frustration with corruption issues in the Philippines, which they cited as a significant reason for their hesitation to return to the country. In response, Cacdac cited actions taken to uphold transparency, including the recall of labor attach© Macy Monique Maglanque from her post in Los Angeles. She faces investigations related to alleged irregularities in flood-control projects in Bulacan.

Senator Panfilo Lacson implicated Maglanque in these transactions, alleging her involvement as the president of a construction company with a questionable track record. The former Department of Public Works and Highways Secretary is also said to be a partner in these projects. Cacdac assured that Maglanque would face both the independent commission and an administrative investigation at the DMW.

Furthermore, Cacdac mentioned complaints filed by the DMW before the Ombudsman against former Overseas Workers Welfare Administration (OWWA) Administrator Arnel Ignacio and two deputies over a PHP1.4-billion land acquisition deal. He highlighted several red flags in the transaction, including premature release of funds and valuation issues.

Cacdac reiterated the DMW’s commitment to accountability, stating that they will continue to hold officials accountable within their ranks. He assured the OFWs that the department is dedicated to pursuing transparency and integrity.
