826 new Covid-19 cases, five more fatalities recorded

Laos has confirmed 826 new Covid-19 cases and five fatalities over the previous 24 hours, according to the National Taskforce Committee for Covid-19 Prevention and Control.

Of the new cases, 825 were classified as domestic infections including 292 recorded in Vientiane, 146 in Luang Prabang, 140 in Vientiane (province), 58 in Bokeo, and 48 in Champassak.

Deputy Director General of the Department of Communicable Diseases Control, Ministry of Health, Dr Sisavath Soutthanilaxay told a press conference today that the new infections were detected among 4,941 people tested for Covid-19 yesterday.

The latest infections have brought the total number of confirmed Covid-19 cases to 55,018 including 104 deaths and 10,158 active cases.

Address Of Norwegian Ambassador On the 30th Anniversary Of Laos-Norway Diplomatic Relations 1991-2021

On behalf of the Norwegian Embassy in Hanoi, accredited to Lao People’s Democratic Republic (the Lao PDR). I would like to extend my warmest greeting and best wishes to our friends of Laos on the occasion of the 30th anniversary of relationship between Norway and the Lao PDR.

30 years ago, on 12 November 1991, Norway and the Lao PDR officially established diplomatic ties and since then we have seen a good friendship and cooperation between the two countries. I wish I could be in Laos on this occasion. However, due to Covid-19, I have to join you in celebrating this important milestone in our relationship this way.

Let me start by acknowledging the efforts of the Lao PDR Government in the control of the Covid-19. I sympathize with the difficulties you are facing these days both health-wise and economically due to the pandemic. I am happy to know that the Government of the Lao PDR has been speeding up the rollout of the COVID-19 vaccination program, which is crucial for Laos and the world at large to build back better. Norway has been working proactively to promote equitable access to COVID-19 vaccines, tests and treatments. We have contributed a total of almost NOK 1.3 billion (USD 141 million) to COVAX Advance Market Commitment (AMC) and it is good to see that COVAX doses are also reaching the Lao PDR.

Norway took the initiative to propose the establishment of, and initially contributed NOK 150 million (USD 14.5 million) to, the United Nations Covid-19 Response and Recovery Multi-Partner Trust Fund to help vulnerable countries with weak health systems and which might face devastating social economic impact of this crisis. I’m very pleased that Laos could benefit from this new trust fund.

The pandemic has shown us all that international solidarity and cooperation is key if we’re going to succeed in fighting this virus.

Norway – a consistent partner of the Lao PDR in mine action

Dear friends of Laos,

Our relationship is built on mutual respect and shared commitments to sustainable development of the Lao PDR. Both countries take pride in our bilateral cooperation and a shared commitment to sustainable development. The two countries have had a long and fruitful development cooperation in numerous areas such as hydropower, urban water supply, education, natural resources and environmental management, capacity building etc.

I would particularly highlight the Norwegian company SN Power (now Scatec) contributing to electrification and hydroelectric power development in Laos.

Please allow me to emphasize the key pillar in the bilateral cooperation between our two countries: Clearance of unexploded ordnance (UXO), as well as mine risk education and rehabilitation of victims. Norway has cooperated closely with the Lao PDR since the beginning of the negotiation process of the Convention on Cluster Munitions (CCM) that led to its adoption and signature in 2008. Our joint work, and the particular contribution of Lao PDR, as a country heavily affected by unexploded ordnance (UXO), was of crucial importance to the success of this treaty. As a result of the Convention stockpiles of these weapons are being destroyed in record numbers, and vast areas of land have been cleared of unexploded remnants.

Mapping and clearance of UXOs is key to sustainable socio-economic development in Laos. I commend the Government of the Lao PDR for establishing its own national mine action development goal (SDG 18th) and thereby demonstrating national ownership.

When it comes to mine actions, the Norwegian People’s Aid (NPA) is a key partner of the Norwegian Government. We are very grateful for the NPA’s presence and active operation in the Lao PDR since 2009. As a highly trusted and valuable partner of both donor and recipient countries at the operational level, we rely on the effective coordination and cooperation of the Lao PDR Government and other humanitarian demining organizations.

I would also very much highlight the role of local organizations in providing assistance to victims of cluster munitions. Cope and its impressive Visitor Center clearly do a very important job in providing rehabilitation and training of victims and informing about the devastating consequences of cluster munitions. Without them, we would not have been able to ensure an inclusive and comprehensive approach to mine action – It is all about survey, clearance, national capacity building, mine risk education and victim assistance. Together we will hopefully succeed in achieving your national 18th SDG.

Constructive partners on regional and international settings Both Norway and Lao PDR are strong supporters of the Sustainable Development Goals (SDGs) and a well functioning UN system. Multilateral cooperation and respect for a well functioning international order are important tools and the best protection for small nations like Norway and the Lao PDR. We highly appreciate your trust in Norway’s efforts to work for common solutions to our present and future global challenges, including our efforts for peace and security in the UN Security Council (2021-2022).

As a Sectoral Dialogue Partner to ASEAN, Norway values the close cooperation with ASEAN and each Member State of the bloc, including the Lao PDR. We closely cooperated during Laos’ chairmanship of ASEAN in 2016 in developing our partnership further for mutual benefit. I am confident that our collaboration bilaterally and through the ASEAN cooperation will benefit our two countries, our people, as well as the region.

Conclusion

As we mark this milestone in the relationship between our countries, I am confident that our bilateral relations will further strengthen and broaden. I do hope that when the Covid-19 situation gets better, I will be able to travel to the Lao PDR and that Norwegian tourists will again be able to visit this beautiful country.

The Lao PDR has been a treasured partner for Norway, and I look forward to following the results of our common efforts to advance the relations between our two countries bilaterally and multilaterally.

Japan provides more than USD 240,000 for four Grassroots Projects in Laos

The Government of Japan has decided to provide grant assistance worth USD 240,000 for four projects -two health projects in Xiengkhuang and Xayabouly Provinces, one education project in Houaphan Province and one agriculture project in Savannakhet Province through its Grant Assistance for Grassroots Human Security Projects (GGP).

The grant contract was signed on Nov 5, 2021 between Mr. Takewaka Keizo, Ambassador of Japan to the Lao PDR, and representatives of the respective provincial authorities where the projects are implemented.

The health projects for the construction of water supply systems will be implemented in Namun-Latkhay Village in Xiengkhuang Province where safe water is not sufficiently available due to aging water supply facilities, and Donpung Village in Xayabouly Province where there are difficulties with access to safe water due to damage caused by fire, as well as their aging water supply facilities.

The education project is for the construction of new buildings and simplified water supply facilities at Huayyong Lower Secondary School in Houaphan Province to improve the educational environment.

The agriculture project is to construct an irrigation system in Nongbualuang Village, Savannakhet Province to improve the agricultural system since the wet-season rice crop is extremely unstable and low-yielding in this area due to the frequent large-scale floods in recent years.

Grant Assistance for Grassroots Human Security Projects (GGP) provides necessary funds for relatively small-scale projects that directly benefit local residents and are aimed at economic and social development in developing countries, based on the principle of human security. In order to ensure “no-one left behind” through rectification of regional disparity, Japan will continue to support and improve the basic standard of living at grassroots level in Laos.

1,198 new Covid-19 cases, one death reported

Over the past 24 hours, Laos has confirmed 1,198 new Covid-19 infections, according to the National Taskforce Committee for Covid-19 Prevention and Control.

The new infections have brought the total number to 52,175 including 94 deaths and10,422 active cases.

The newly reported one death was documented in Vientiane. Some 507 patients were discharged from hospital yesterday.

Of the new cases, 1,196 were classified as domestic infections with 579 recorded in Vientiane, 168 in Phongsaly, 135 in Luang Prabang and 85 in Vientiane (province). The provinces are top three with highest infections.

So far, 3,476,846 people have received their first jabs, while 2,936,022 people have two doses, according to the National Taskforce Committee for COVID-19 Prevention and Control.

Lao Red Cross Society prepares equipment for helping poor people

The Lao Red Cross hasprepared some assisted equipment for the Red Cross in Vientiane and Bolikhamxay provinces to help the poor people in the provinces.

The handover ceremony and sending of assisted equipment was held at the Red Cross warehouse (KM16) in Vientiane on November 9, presented by Mr. PhouthonMuangpak, President of the Lao Red Cross and received by the Head of the Red Cross of Bolikhamxay Province Ms. VanphengXaysongkham, and Head of the Red Cross of Vientiane Province Mr. BounnaoPhachomphon,.

The equipment consists of 150 boxes of clothing, pants, shirts and shoes, of which 100 boxes are shoes, and 50 boxes are clothing presented to the Red Cross of Bolikhamxay and 200 boxes presented to Red Cross of Vientiane Province worth total 711 million kip.

The equipment was supported by theKorean Red Cross.The equipment is a product of FILA. The assisted equipment isto help the poor people in the provinces.

The heads of the Red Cross Society of both provinces expressed thanks the Lao Red Cross Society recognizing the importance of local relief work, the Vientiane Red Cross will donate assisted equipment to ethnic dormitories and the people in need and the victims in the province. Bolikhamxay Province will also go to help the poor and disadvantaged within the province as well.

PM urges greater efforts in Covid-19 vaccination

The Prime Minister Phankham Viphavan has signed an order urging ministers, provincial governors to urge authorities under their supervision and people across the country to take part in achieving a 50% Covid-19 vaccination coverage by this year’s end and 80% next year.

Signed today, the order urges relevant authorities to document unvaccinated population including those aged between 12-17 years old; identify the number of vaccines needed; prepare medical workers and equipment as well as financial resources needed for achieving the vaccination goal; expand vaccination services to dispensaries and villages accessible to target groups.

The premier urged the central and provincial Covid-19 taskforce committees and relevant authorities to come up with procurement plans for covid vaccines, medical equipment, and budget plan; use provided vaccines to their optimal purposes; popularize vaccination campaigns thus encouraging more people to get vaccinated.

The Lao Front for National Development, mass organizations, and the National Federation of Veterans are urged to assist medical workers in urging the public to receive Covid-19 vaccines and organizing Covid-19 vaccination drives.
