Lawmaker Proposes Bill for Mandatory Solar Energy in Government Buildings

Manila: Abra lone district Rep. Joseph Sto. Ni±o Bernos has introduced a bill aiming to mandate the use of solar energy systems in government offices. This initiative seeks to reduce electricity expenses and promote a sustainable approach to public service delivery.

According to Philippines News Agency, House Bill No. 3126, known as the On-Grid Solar Energy Systems bill, was filed on August 5. It requires national and local government-owned buildings and offices to implement on-grid solar energy systems. Within the first year of installation, these systems are expected to cover 20 percent of the government agencies’ average monthly utilization (AMU). The bill outlines a progressive increase in AMU coverage, reaching 100 percent by the fifth year.

Rep. Bernos emphasized the importance of government leadership in transitioning to renewable energy sources. He stated that demonstrating the viability and reliability of renewable energy is crucial for its success. Bernos highlighted the immediate impact of on-grid solar energy systems on both electricity costs and public sector carbon emissions.

The lawmaker pointed out the affordability and feasibility of on-grid solar systems, noting the declining costs of solar panel technology. With a lifespan of 25 to 30 years, solar panels represent a long-term investment that offers both environmental and economic advantages.

Bernos also urged private households capable of adopting solar technology to consider making the transition. He noted that community benefits arise from reduced reliance on the grid, thereby freeing up resources for neighbors and the wider community.
