Modernization, expansion of 22 airports funded in ’24 budget

MANILA: A total of PHP7.5 billion has been allocated in the 2024 national budget for the modernization and expansion of the country’s aviation hubs in time for the projected full recovery of global air traffic in 2025, a lawmaker said on Wednesday.

In a statement, Makati City Rep. Luis Campos Jr. said about 22 airports would receive fresh funding under the national government’s 2024 Aviation Transport Infrastructure Program.

‘The new funding allocations per airport are itemized in the 2024 General Appropriations Law,’ Campos said. ‘All told, Congress has earmarked PHP7.5 billion this year for the construction, rehabilitation, and improvement of various airports and navigational facilities, including the procurement of equipment.”

He noted that the country’s main international gateway, the Ninoy Aquino International Airport (NAIA), will receive the bulk of the budget at PHP1.64 billion for a new Communications, Navigation and Surveillance – Air Traffic Management (CNS-ATM) System.

The Department of Transpo
rtation (DOTr) and the Civil Aviation Authority of the Philippines (CAAP) have earlier emphasized the need to upgrade the country’s ‘outdated’ air traffic navigation system after the air traffic control glitch that resulted in hundreds of canceled and delayed flights affecting thousands of passengers at NAIA on Jan. 1, 2023.

Campos said a total of PHP1.5 billion has been allotted for the expansion and development of the airport on Pag-asa Island.

According to him, other airports that would get allocations this year include the Kalibo International Airport at PHP581 million; Laoag International Airport, PHP500 million; Bukidnon Airport, PHP320 million; Puerto Princesa Airport, PHP300 million; New Zamboanga International Airport, PHP300 million; Central Mindanao (M’lang) Airport, PHP300 million; Catbalogan Airport, PHP250 million; Daet Airport, PHP225 million; and New Manila International Airport, PHP200 million.

The 2024 budget will also finance the development of the Candon Airport, PHP200 million; Boronga
n Airport, PHP200 million; Iloilo International Airport, PHP190 million; Tuguegarao Airport, PHP150 million; Bacon Airport, PHP100 million; Maasin Airport, PHP100 million; Tandag Airport, PHP100 million; Jolo Airport, PHP100 million; Mati Airport, PHP100 million; Surigao Airport, PHP80 million; and Vigan Airport, PHP70 million.

‘Of course, we are also counting on the spending to enhance the overall travel experience of passengers,’ Campos said.

DBM: 2024 budget’s unprogrammed funds just ‘standby appropriations’

MANILA: The unprogrammed funds in the PHP5.768-trillion national budget for 2024 are merely ‘standby funds,’ the Department of Budget and Management (DBM) said on Wednesday.

‘We write to shed light on concerns regarding the unprogrammed appropriations of the fiscal year (FY) 2024 national budget,’ the DBM said.

‘Allow us to emphasize that unprogrammed appropriations are standby appropriations, outside the approved government fiscal program, which serve as an important tool for the government to address unforeseen expenditures and prioritize essential programs and projects,’ it added.

The statement was issued after Senate Minority Leader Aquilino Pimentel III bared his plan to file a petition before the Supreme Court to address the alleged ‘unconstitutional’ PHP450 billion increase in unprogrammed funds under the 2024 national budget.

Pimentel questioned the Congress’ move to hike the unprogrammed funds under the 2024 budget from the proposed PHP281.9 billion to PHP731.4 billion after the bicameral confere
nce.

The DBM said the unprogrammed funds are not included in next year’s budget ‘by appropriation source,” given that these are ‘standby appropriations that are also proposed for legislation and to be authorized by Congress.”

‘Unprogrammed appropriations of the FY (fiscal year) 2024 budget are not automatically allocated, and can only be released if several funding conditions are met, such as when the government, through the Bureau of Treasury, is able to collect excess revenue in the total tax revenues or any of the identified non-tax revenue sources from its revenue target, or new revenue from new tax or non-tax sources, or should foreign or approved financial loans/grants proceeds are realized,’ it said.

‘Should there be new or excess revenues that may trigger the availability of the unprogrammed funds, government agencies are required to submit the necessary documentary requirements before access to the standby funds is given. Such conditions ensure that spending stays within allowable limits,’ the DBM
added.

The DBM also noted that pursuant to the constitutional provision under Section 29 (1), Article VI, “No money shall be paid out of the Treasury except in pursuance of an appropriation made by law.”

‘It is therefore clear that the deliberation and approval of the limits of any appropriations is within the purview of the legislature. Rest assured that regardless of any petition or challenge, the DBM shall work within our approved fiscal program,’ it said.

In December last year, DBM Secretary Amenah Pangandaman clarified that the unprogrammed funds are distinct from the approved fiscal program and have built-in safeguards to prevent unconstitutional spending.

Pangandaman also stressed that the unprogrammed funds for 2024 would help the government address unforeseen expenditures and prioritize essential programs and projects.

Dabawenyos urged to wear masks, practice proper hygiene vs. flu virus

DAVAO CITY: A physician from the Southern Philippines Medical Center (SPMC) urged the public here Wednesday to wear face masks and practice proper hygiene to avoid contracting the flu virus.

In a virtual press briefing, Dr. Alisa Betina Lim, the chief resident of the SPMC-Department of Emergency Medicine, warned that mycoplasma pneumonia, also known as “walking pneumonia,” is present in the country.

‘Since it’s a respiratory symptom, and we can prevent it by wearing face masks, especially in crowded areas,’ Lim said.

She clarified though that there is no reported case of mycoplasma pneumonia yet in the city.

Despite this, she reminded residents to remain vigilant against the ongoing threat to public health.

Lim noted that SPMC dealt with numerous emergency flu cases only last month, as December is considered a flu season.

She pointed out that proper handwashing and hygiene are necessary to prevent the spread of the virus.

Mycoplasma pneumonia is less severe compared to the typical pneumonia.

However,
patients with underlying health conditions and weak immune systems may experience severe symptoms.

CDO hospital upgrades mental health facility

CAGAYAN DE ORO: The city-run J.R. Borja General Hospital (JRBGH) will have a modern mental health facility after the Philippine Health Insurance Corporation (PhilHealth) launched its benefits package for mental health.

In an interview on Wednesday, Dr. Ferdinand Miranda, JRBGH chief of hospital, said the new facility will be named “Cagayan de Oro Center for Mental Health,” which is a collaboration of the city government and House of Hope Foundation.

“The center will be located in an independent building within the JRBGH compound and will have its 11 personnel, mostly in the medical profession,” Miranda said, adding that the facility will be built in the first quarter of the year.

Miranda said the temporary mental health facility at the House of Hope in Lumbia accommodates 67 patients, including those from neighboring provinces of Misamis Oriental and Camiguin.

The city government plans to convert the new center into a specialized mental health hospital, the second of its kind after the Mindanao Mental Hos
pital in Davao City.

Meanwhile, Merlynn Ybañez, information officer of Philhealth-Region 10 (Northern Mindanao) said the agency will begin accrediting health facilities that will cater to the mental health package.

PhilHealth is mandated to provide and improve service coverage to all Filipinos regardless of socioeconomic status under Republic Act No. 11036, also known as the Mental Health Act, which governs the compulsory treatment of people with mental disorders.

In a statement, PhilHealth president and chief executive officer Emmanuel Ledesma Jr. said they will implement a progressive mental health package, providing benefits to members, as well as their dependents.

2023 a spectacular year for US- Vietnam relationship: US Ambassador


Hanoi: The year 2023 marks a remarkable improvement in US- Vietnam relations as the two countries officially upgraded their bilateral ties to a comprehensive strategic partnership for peace, cooperation and sustainable development on September 10. As the year draws to an end, Vietnam News Agency reporter Hong Nhung speaks to Marc Knapper, US Ambassador to Viet Nam for his insights on how this diplomatic elevation will open up opportunities for both countries in the years to come.

Reporter: How do you evaluate the Vietnam-US relations and cooperation prospects, especially after they elevate the ties to a Comprehensive Strategic Partnership?

Ambassador Marc Knapper: It has been a spectacular year for the US.-Vietnam relationship. Starting off in the beginning of the year, we were very much looking forward to celebrating the 10-year anniversary of our comprehensive partnership, of course with the hope that we would be able to upgrade our relationship to the next level over the course of the year. We had so man
y visitors from Washington, with a quarter of the US. cabinet officials, including Secretary of State Antony Blinken, Secretary of Agriculture Tom Vilsack, and USAID Administrator Samatha Power. Besides, we welcomed several high-level congressional delegations, and aircraft carrier Ronald Reagan over the summer. I think all of these visits are significant, which really did reflect the importance with which Washington looks at Vietnam, and the importance with which Washington evaluates the US – Vietnam relationship.

But of course, the big news of the year was President Joe Biden’s visit and then the double upgrade from Comprehensive Partnership to Comprehensive Strategic Partnership. And this was really significant, I think for two reasons. One, it was a reflection of where the US and Vietnam, frankly, already were, you know, our partnership was already comprehensive already strategic. When you look at the activities and the efforts the US and Vietnam make together in so many different areas, whether it’s hea
lth cooperation, energy cooperation, or security cooperation, you’ve already known these are fundamental sort of strategic issues in which Vietnam and the US plan together and work together and cooperate together. So really, the upgrade, I think, was significant in that it was a very public acknowledgement of how far our relationship had come in the 28 years of normalisation but it is also significant in what it said about our hopes for the future.

The visit by the president was a public and resounding statement of hope by the US and by Vietnam, about where we want this relationship to go. It was a very public statement that our two countries’ futures are now inextricably linked to the fact that the success of the US is Vietnam’s success, and Vietnam’s success will be the US’ success, whether it’s in terms of promoting prosperity, promoting security, promoting the health of our peoples. Right now, the US and Vietnam are partners whose paths are aligned and whose paths going forward are shared between our two
peoples or two countries. I think we saw for example, the pledges the US made to work with Vietnam on semiconductors, and help create a high-tech, innovation-led economy were extremely significant because it’s all about promoting US high-tech investment. It is also about workforce development and training and education so that Vietnam can have the engineers and computer scientists and IT workers. The country needs up to 80,000 over the next several years, and the US is a part of this story. We want to be part of this shared effort with Vietnam. So I think what we’re seeing now in terms of semiconductors is just the beginning. I think we are going to see a lot more in terms of the Vietnam-US cooperation in high-tech industries going forward. Looking at just how much and how far we’ve come in just four months, we’ve done to get to where we are now, it didn’t happen overnight. It took years of hard work, and dedication and commitment to this relationship by friends in both Vietnam and the US. I’m very excited ab
out what we look forward to next year.

Reporter: Obviously, trade, economy and education are among key players in the bilateral ties; however, cultural exchange and tourism have not been tapped to the fullest level. So what are your recommendations for the two countries to enhance cooperation in these areas? And please share your plan to promote cooperation in general in 2024?

Ambassador Marc Knapper: Well, I think education is a great example already. Our education ties are very strong. We have 30,000 Vietnamese students in the US, which makes Vietnam the No.5 source country of foreign students in the US. That’s something we’re very proud of. And we hope we can raise that to No.4. But it’s really significant if you look at who are No.1,2,3 and 4. It’s India, China, the Republic of Korea, Canada and then Vietnam. And I think it reflects greatly the confidence that Vietnamese students and Vietnamese families have in American education. But even though we have 30,000 Vietnamese students, physically present in
the US, if you count online courses, summer camps or short-term exchange programs, homestays, the number actually jumps to 300,000 Vietnamese every year. 300,000 Vietnamese every year have some kind of interaction with American education programs. That’s just an amazing testament, as I said, not just to the strength of our two countries’ ties but also it pretends great things for the future. The one thing I would like to see is more American young people coming this way to study and to teach English. I think if we can get more Americans here, we can continue even more strongly the process of building bridges to promote understanding between our two countries. We already have a Peace Corps program here which Americans come to teach English in the past year in Hanoi, we will have another group of Americans starting very soon in HCM City as well. We’ve got the Fulbright University of Vietnam in Ho Chi Minh City, which has become a real hub of learning with the American style education, and we hope that that will
continue to grow thanks to the support of the Vietnamese government but also the Ho Chi Minh City authorities. We look forward to other American institutions partnering with counterparts here in Vietnam, whether it’s with other partners or with VinUni, which has been very active particularly in high tech areas. And so I fully expect that as we continue to deepen and accelerate our efforts to work with Vietnam on building a high-tech, innovation economy, we’re going to see many more American universities, American research institutions coming here to Vietnam, either establishing their own sort of independent facility or partnering with an existing one here. So that’s going to be a very exciting story next year and in the years to come.

Reporter: Could you please share your impressions on Vietnam? As the New Year is approaching, what is the message you’d like to send to the Vietnamese people?

Ambassador Marc Knapper: It’s my third Tet here, my third year here, and it’s been an incredible journey. As you may k
now, I’ve served here before from 2004 to 2007 and the changes between when I left in 2007 and to the time I returned in 2022, have been stunning. But I always say the one thing that didn’t change was the warmth and the hospitality of the Vietnamese people. I think the sense of friendship with the US, I mean, it’s changed only because it’s gotten deeper in the 15 years since I left. And of course, just the amount and the breadth of bilateral cooperative activities that we undertake is just amazing, compared to what I was here in 2007. And so my message is thank you to the people of Vietnam for all the warmth and the hospitality and the commitment to the relationship with the US. Please know that in Washington and throughout the US, we have a similar strong commitment to Vietnam and to the US-Vietnam relationship. We want Vietnam to succeed. And we’re eager to work with Vietnam, whether it’s trade, investment, health, security, and education. We want to be Vietnam’s partner./.

Top legislator pays working visit to Tay Ninh province


Tay Ninh: Chairman of the National Assembly Vuong Dinh Hue had a working session with the Standing Board of the Party Committee of the southern province of Tay Ninh on January 3.

At the event, the top legislator commended the province’s efforts to overcome formidable challenges, and carve out achievements across various areas, especially foreign investment attraction, social welfare and tourism.

Tay Ninh has the lowest household poverty rate in the country, and its GRDP expanded by an estmated 6.12% in 2023.

He attributed the province’s success to its due attention to the Party and political system building work, and strengthening of local solidarity.

Expressing his impression of Tay Ninh’s development aspiration, Hue said the province should roll out its planning in tandem with the implementation of the resolutions on regional development, while continuing to enhance connectivity with Cambodia and the Greater Mekong Sub-region (GMS), making contributions to the Cambodia-Laos-Vietnam (CLV) cooperation mec
hanism and the CLV Development Triangle Area.

Additionally, the NA Chairman urged the province to accelerate the development of infrastructure, and coordinate with Ho Chi Minh City to connect the HCM City – Moc Bai highway with Phnom Penh – Bavet highway, given the province’s strategic location on the trans-Asia route, which Hue said provides Tay Ninh with great potential to become an important trading destination.

He agreed on the province’s projects to construct the Moc Bai border economic zone under a modern and sustainable industrial-urban area-service model, and develop the Ba Den (Black Lady) Mountain national tourism area into an international-level tourism site.

Furthermore, he requested the province to build farm produce value chains with Cambodia, step up infrastructure connectivity with localities in the vicinity and Cambodia, and prevent cross-border crimes.

The same day, Hue offered incense and flowers at martyrs’ cemetery Hill 82 in Tan Bien district./.
