Fewer typhoons in 2023 boost Eastern Visayas preparedness


TACLOBAN CITY: The absence of strong typhoons in Eastern Visayas this year is seen as an opportunity to build more disaster-resilient communities in the region frequently hit by natural calamities.

The Regional Disaster Risk Reduction Management Council (RDRRMC) said fewer severe typhoons this year allowed local authorities to save their resources to mitigate the impacts of climate change in the future.

‘We are happy to see our DRRM officers in preparatory mode and not in response mode this year. Our region has been spared by strong typhoons, and this allows us to train, capacitate, and organize our response team,’ said RDRRMC chair and Office of Civil Defense (OCD) regional director Lord Byron Torrecarion.

Eastern Visayas is among the areas worst hit by typhoons that form over the Western Pacific Ocean. To date, the most destructive typhoon that made landfall in the region and tested its resiliency and post-disaster recovery was Super Typhoon Yolanda in 2013.

In 2023, only Typhoon Betty and Egay, as well
as the shear line, caused flooding in some areas of Leyte and Samar provinces.

The latest destructive weather disturbance in the region was experienced in April 2022 when Tropical Storm Agaton struck Leyte Island with 126 flooding and 23 landslide incidents. The storm killed at least 122 people and injured hundreds.

The RDRRMC reported that the storm caused damage to the agriculture sector amounting to PHP942.9 million and the housing sector with 1,008 damaged houses, among others.

In December 2021, Super Typhoon Odette battered the southern part of Leyte Island, killing at least 75 people and injuring 1,174 others. It also incurred an estimated PHP61.74 billion in damages and PHP10.26 billion in losses.

‘Recent experiences have raised the awareness of our local DRRMs to be more prepared through the conduct of capacity-building activities and information drives in communities, among others,’ Torrecarion added.

From just eight ‘Gawad Kalasag’ awardees in 2022, the number of areas recognized rose to 30 thi
s year.

Kalasag is the Filipino term for “shield,” used by early Filipinos to protect themselves from enemies’ attacks or harmful animals. Relatedly, Gawad Kalasag was conceived to protect high-risk communities against hazards by encouraging the participation of various stakeholders in designing and implementing DRRM programs.

To qualify for the award, entries must have demonstrated effectiveness and innovation in disaster risk reduction and management, community participation, sustainability, and replicability.

Two provinces, two cities and 26 municipalities were awarded the ‘kalasag’.

Recognized as beyond compliant are Northern Samar and Southern Leyte provinces; Can-avid, Eastern Samar; and Catarman, Northern Samar.

Fully compliant local governments are the towns of Arteche, Balangiga, General Macarthur, Guiuan, and Maydolong in Eastern Samar; Tabango, Ormoc City, and San Miguel in Leyte; Gamay, Laoang, Lope De Vega, Palapag, San Antonio, and San Roque in Northern Samar.

Also awarded are Marabut and
Tarangnan in Samar; Bontoc, Liloan, Limasawa, Maasin City, Macrohon, Padre Burgos, Pintuyan, Silago, Sogod, and Hinundayan in Southern Leyte.

Meanwhile, at the regional level, among the DRRM-related strategies are strengthening the capacities of local governments and communities in disaster prevention and preparedness across sectors, scaling up public spending for climate and disaster risk management, and strengthening existing inter-agency bodies that serve as venues for improving policymaking and implementation of DRRM.

Other strategies are strengthening the collaboration and accountability of the private sector, civil society organizations, volunteer groups, and academe in local and community-based risk resiliency measures; ensuring access to climate and disaster resiliency financing and insurance; popularizing public service continuity planning among government agencies; and improving the early warning system to include a community-based alert system.

In line with the vulnerability reduction sub-strate
gy, Eastern Visayas strives to enhance climate change adaptation and strengthen DRRM by 2028.

Being geographically located in the eastern portion of the archipelago and within the Pacific Ring of Fire, Eastern Visayas is highly vulnerable to natural hazards aggravated by climate change. The resulting economic loss from disrupted supply chains and biodiversity loss further depicts the region’s exposure to climate risks.

Upper Wawa Dam to start operations by end of 2025


MANILA: The Upper Wawa Dam is on track to begin commercial operations by the end of 2025, Prime Infra-led WawaJVCo Inc. said on Wednesday.

In a statement, the company said construction progress in the Upper Wawa Dam, which is the second phase of the Wawa Bulk Water Supply Project, is over 70 percent as of December 2023.

The 85-meter roller-compacted concrete dam is scheduled to be completed in a few months, followed by the completion of the rest of the plant.

Once operational, the dam is expected to provide over 700 million liters per day (MLD) of water supply to residents of the greater Metro Manila area, including the province of Rizal.

The Upper Wawa Dam will also help mitigate the perennial problem of flooding in the downstream areas and localities of the Marikina River.

‘The Wawa Bulk Water Supply Project aims to secure sufficient capacity to meet the Metropolitan Waterworks and Sewerage System (MWSS) and its concessionaires’ water needs. Phase 1 became operational in record time since October 2022,’ Lucci added.

The Wawa Bulk Water Supply Project in Rizal is one of the national government’s infrastructure flagship projects that will address water security, specifically in the MWSS service area.

The project is the largest water supply dam to be constructed in over 50 years when Angat Dam was built.

The dam will increase the Manila Water Company’s (MWC) capacity by over 30 percent.

PM sets tasks for public security force next year


Hanoi: Prime Minister Pham Minh Chinh outlined certain tasks for the public security force while attending the 79th National Public Security Conference opened in Hanoi on December 27.

The two-day event is held by the Central Public Security Party Committee and the Ministry of Public Security.

In his speech, PM Chinh said the people’s public security force has reaped better results compared to last year though there are more difficulties and challenges than opportunities and advantages in the domestic and world situations in 2023.

It has fulfilled its role in advising the Party and State about political, economic, social, security, order, and diplomatic affairs; guaranteeing peace, security, and stability for development; helping perfect the Party’s guidelines and the State’s policies and laws, and build a law-governed socialist State; and protecting national security as well as social order and safety, he noted.

The force has taken the lead in and inspired ministries, sectors, and localities’ actions in a
dministrative reform, e-Government building, and digital transformation. It has also actively promoted external relations and international cooperation while setting a good example of implementing the Party and public security force building tasks.

In addition, it has managed to mobilise the entire political system’s engagement in protecting security and order and fighting crimes, and also coordinated with all-level Party committees to ensure social security, according to the PM.

As bigger difficulties and challenges are predicted for 2024, he asked the public security force to proactively grasp, assess, and forecast the domestic, regional, and global situations to submit proposals to the Party and State.

The force needs to press on with maintaining political stability and social order and safety; expanding external relations; creating an environment of peace, security, and stability for development; thwarting and combating all sabotage plots and activities by hostile and reactionary forces, along with ‘se
lf-evolution’ and ‘self-transformation’.

It has to guarantee absolute safety for important targets and events of the country, activities of Party and State leaders, foreign delegations, and international conferences in Vietnam; proactively detect, prevent, and deal with security and order problems right from the grassroots level; and avoid passivity in security, order, and safety affairs, the Government leader went on.

PM Chinh also ordered strongly promoting administrative reform and digital transformation, developing the security industry, investing more in grassroots-level public security units and those directly engaging in combatant activities, boosting external relations, and holding security dialogues with important partners.

Besides, the force needs to coordinate with ministries, sectors, and all-level Party committees and administrations, especially the army, courts, and procuracies, to carry out the Party’s guidelines and the State’s policies and laws on protecting national security and social or
der and safety. It also needs to keep taking the lead in the Party building and rectification and build a clean and strong public security force, he said.

The PM stressed that the Party, State, and people believe that the force will continue to uphold its tradition of heroism, be a role model in implementing the Party and State’s guidelines and policies, exert stronger efforts to serve the Fatherland and people, and deserve its status as a crucial, trustworthy, and absolutely loyal armed force of the Party, State, and people./.

Top legislator lauds contributions by press agencies to NA’s achievements


Hanoi: National Assembly (NA) Chairman Vuong Dinh Hue asked press agencies to continue promoting their role as a bridge between the legislature and people and voters nationwide while chairing a meeting in Hanoi on December 27.

Briefing participants on the NA’s remarkable achievements in 2023, the top legislator attributed them to the significant contributions of press agencies, saying they have played a role in raising public support for the legislature’s decisions and policies, and implementing laws, decrees and resolutions adopted by the NA and its Standing Committee.

At the same time, press agencies have reflected the aspirations of sectors, people and voters and served as a reliable channel for the people to supervise the NA and its deputies, he continued.

On this occasion, the participating press agencies gave proposals on 10 outstanding events of the NA in 2023.

Hue also informed the participants about the second Dien Hong Awards – the national press awards on the NA and People’s Councils, with an a
ward ceremony slated for January 2024 on the occasion of the 78th anniversary of the first general election.

He asked the Ministry of Information and Communications to soon propose adjustments to the Press Law to facilitate the operations of press agencies.

The Party delegation to the NA, the legislature itself and its Standing Committee and agencies always create optimal conditions for press agencies to operate, he affirmed./.

Vietnamese, Cambodian provinces review border development efforts


Kien Giang: The Mekong Delta province of Kien Giang and the neighbouring Cambodian province of Kep on December 27 reviewed the one-year implementation of an emulation plan on building a Vietnam – Cambodia border of peace, friendship, and cooperation for common development in the 2023 – 2025 period.

The event was held in Rach Gia city of Kien Giang by this province’s Committee of the Vietnam Fatherland Front (VFF) and the Kep Committee of the Solidarity Front for Development of the Cambodian Motherland.

The two sides noted that they have coordinated with relevant sectors of their countries to disseminate policies and laws on border affairs, including border demarcation and marker planting, to local residents, discouraged people from illegally crossing the border or fishing in each other’s sea areas, and actively taken part in border security protection activities.

The front committees of Kien Giang and Kep have also enhanced partnerships in the fields of economy, tourism, culture, education, health care, bo
rder security, crime fight, along with the search for and repatriation of remains of Vietnam’s volunteer soldiers and experts falling down during wartime in Cambodia.

Besides, the VFF committees of Kien Giang’s districts and cities have worked with local border guard posts to encourage the public to participate in border and border marker management.

The two sides have also coordinated with each other to organise regular and unscheduled meetings to exchange information about border issues, resolve security and order incidents related to the sea border and historical waters in a timely manner, and combat cross-border crimes, thus helping maintain security and order in border areas.

Le Thi Ve, President of the Kien Giang VFF Committee, said her province, one of the 10 Vietnamese localities bordering Cambodia, boasts close-knit neighborliness and long-standing friendship with the Cambodian side. People of both Kien Giang and Kep are determined to nurture their friendship.

She expressed her hope that the two
front committees will continue implementing the signed agreements and promoting communications in the community so as to build a border of peace, friendship, and cooperation for common development./.

Ha Nam, Gyeonggi provinces step up cooperation


Ha Nam: Since the signing of a memorandum of understanding on cooperation in 2017, the northern province of Ha Nam and the Republic of Korea (RoK)’s Gyeonggi province have seen their friendship and cooperation deepened and becoming more practical and effective across various areas, Secretary of the Ha Nam Party Committee Le Thi Thuy has affirmed.

At a working session on December 27 with a visiting delegation of the Gyeonggi Provincial Council, led by its Chairperson Yom Jong-hyun, Thuy noted that the two provinces have maintained information exchange activities and organised numerous visits and working sessions. Gyeonggi has actively assisted Ha Nam in holding investment promotion activities in the RoK.

Currently, Ha Nam is home to 370 FDI projects from 13 countries and territories, including 150 RoK-funded projects worth around 1.7 billion USD.

Thuy proposed the Gyeonggi Provincial Council continue to support Ha Nam in promoting its land, culture, and business climate in Gyeonggi in particular and the RoK
in general.

She also suggested further assistance for Ha Nam’s organisation of visits and trade promotion activities in the RoK next year and the maintenance of the two localities’ regular contacts and exchanges.

Agreeing with these proposals, Yom said the Provincial Council will continue popularise and introduce Ha Nam’s investment environment to investors in Gyeonggi in particular and the RoK in general.

The two provinces will enhance exchanges in not only the economic and investment fields but also cultural and social aspects, he said./.
