296 rookie cops to boost Caraga security for busy Christmas season

MANILA: At least 296 rookie cops will be deployed across the Caraga Region to boost the security measures being implemented for the Christmas season.

‘This new breed of police officers, who recently completed their required training, will help ensure the safety of the residents in the region this Christmas,’ Maj. Jennifer Omiter, Police Regional Office in the Caraga Region (PRO-13) information office chief, said Tuesday.

Omiter said the new officers would enhance police presence in convergence areas, such as places of worship and events.

Of the total number of new police officers, 20 will be deployed to the Agusan del Norte Police Provincial Office, 31 to Butuan City, 55 to Surigao del Sur, 60 to Agusan del Sur, and 130 to Surigao del Norte.

PRO-13 director, Brig. Gen. Kirby John Kraft, reminded the new hires to adhere to the regional police office’s SAFE program in the performance of their daily duties and responsibilities.

‘Under the SAFE program, we must be Seen, Approachable, Felt, and Efficient in
rendering our services to the people,’ he said in a statement.

Upgrade of relations to further drive Vietnam – US partnership: Ambassador


Hanoi: The upgrade of the Vietnam – US relations to a comprehensive strategic partnership for peace, cooperation, and sustainable development will create a new impetus and an open corridor for further promoting bilateral ties in the future, said Vietnamese Ambassador to the US Nguyen Quoc Dung.

In an interview granted to the Vietnam News Agency, he noted that since the two countries established their comprehensive partnership in 2013, bilateral relations have enjoyed breakthrough progress, generating many benefits for both peoples and contributing to peace, cooperation, and development in the region and the world.

Aside from the fruitful cooperation in war aftermath settlement, their trade has surged by four folds to more than 130 billion USD in 2022 from 30 billion USD in 2013. The US’s direct investment in Vietnam has approximated 12 billion USD as of 2023, and most major enterprises of the North American country is now present in the Southeast Asian nation.

l between the two countries every year. There are nearly 30,000 Vietnamese students in the US at present. Besides, Vietnamese enterprises have also begun investing in the US, and the biggest among them is VinFast which is building an electric vehicle plant in North Carolina, Dung said.

During US President Joe Biden’s official visit to Vietnam in September, Party General Secretary Nguyen Phu Trong and the US leader agreed to upgrade the countries’ relations to a comprehensive strategic partnership for peace, cooperation, and sustainable development.

This important milestone has heralded a new period with an open framework and a new impetus for bilateral ties in multiple spheres, particularly economy – trade, science – technology, and people-to-people exchanges, the ambassador went on.

The joint statement on the comprehensive strategic partnership identified 10 main cooperation pillars, along with the targets, aspirations, and commitments of both sides, he said, perceiving that the first to be done is to dis
seminate the content and spirit of these agreements so that not only the Government or the National Assembly but localities, businesses, and people in both countries also understand, join in the implementation, consider cooperation possibility, seek suitable partners, and build cooperation plans.

He noted relevant agencies of Vietnam and the US are working together to devise concrete plans and measures while their localities and enterprises are also starting to increase mutual visits and meetings to explore cooperation chances.

To properly realise the joint statement, Dung held that it is necessary to have a strong coordination mechanism, and periodically review and accelerate the implementation of agreements, including identifying bottlenecks to devise solutions.

Shortly after the upgrade of bilateral ties, Prime Minister Pham Minh Chinh paid a working visit to the US and attended the high-level week of the 78th session of the United Nations General Assembly in September. In November, President Vo Van Thu
ong took part in the APEC Economic Leaders’ Week in San Francisco at the invitation of US President Biden.

During their trips, the diplomat said, PM Chinh and President Thuong had meetings with leaders of the US administration, Congress, scholars, and businesses, as well as representatives of the Vietnamese community there. At those events, the Vietnamese leaders strongly affirmed the country’s determination to effectively implement the comprehensive strategic partnership for the sake of both sides, along with the region and the world. This attracted attention and broad support from the US society for the two countries’ relations.

As part of the visits, ministries, sectors, localities, and enterprises of Vietnam also engaged in activities to connect with US partners, resulting in the signing of tens of agreements. This came as a result of and also a step to carry out the newly established comprehensive strategic partnership.

The Vietnamese leaders’ recent visits to the US to attend the UN General Assembly
session and the APEC Economic Leaders’ Week continued to demonstrate the foreign policy of independence, self-reliance, and diversification and multilateralisation of external relations, and affirm Vietnam as a responsible partner determined to make practical contributions to the settlement of regional and global issues.

Solon eyes int’l airport in northern Cebu

CEBU CITY: A Cebuano lawmaker is pushing for the creation of a second international airport in Cebu to help decongest air traffic at Mactan-Cebu International Airport (MCIA).

Cebu 5th District Rep. Vincent Franco Frasco filed House Bill No. 9665 to propose the construction of the Sogod Cebu International Airport, about 60 kilometers north of Cebu City.

The MCIA, located in Lapu-Lapu City, is the second busiest airport in the country, next to the Ninoy Aquino International Airport.

In October, the MCIA saw almost 790,000 passengers, up by 160 percent from last year.

In a news release Monday, Frasco said the air transport sector is a vital enabler of economic growth and development, playing a significant role in high-value industries such as trade, manufacturing, and tourism.

‘HB No. 9665 seeks to establish an international airport in the Municipality of Sogod, Cebu with a vision of creating more jobs for my constituents, enhancing the tourism industry, attracting more foreign investors, opening local busi
ness to the global market, and generating income and tax revenues, among others,’ he said.

In 2020, Frasco also filed a bill for the creation of a domestic commercial airport in Camotes Island.

Singapore pro-OFW policies worth emulating

MANILA: Countries employing overseas Filipino workers (OFWs) should emulate Singapore and institute pro-migrant workers policies to protect their welfare, according to Senator Raffy Tulfo on Tuesday.

Tulfo made the call following a meeting with Singaporean Ambassador to the Philippines Constance See on Monday afternoon at the Senate.

During the meeting, Tulfo and See discussed the plight of OFWs in Singapore, according to a press release from the senator’s office.

The senator was happy to learn from See that there is a Labor Management Framework implemented in Singapore where labor officers regularly visit migrant workers to check on their conditions and ensure that they are not abused by their employers.

He also learned of a law in Singapore where anyone who mistreats or violates the rights of migrant workers will receive a punishment that is one and 1/2 times more than regular crimes.

See pointed out that it is required under their law for employers to undergo seminars and training before hiring migran
t workers.

‘Singapore can be considered a model country for other countries to emulate. If such laws and policies are implemented in Singapore, it is not impossible to implement them in other places where there are OFWs, such as countries in the Middle East,’ Tulfo said.
