Vietnam and Laos Sign Landmark Agreement for 1,200 MW Wind Power Plant

Vientiane: The Lao Government and Chitchareune Construction Co., Ltd. have signed an agreement to develop a 1,200 MW wind power plant in Nong district, located in Laos’ Savannakhet province. This strategic project aims to begin supplying electricity to Vietnam by late 2027.

According to Lao News Agency, the signing ceremony was attended by key figures including Vietnamese Ambassador to Laos Nguyen Minh Tam and Lao Minister of Planning and Investment Phet Phomphiphak. Representatives from the Lao Government Office, the Ministry of Energy and Mines, and various agencies and units from both Vietnam and Laos were also present to witness the landmark agreement.

In a bid to bolster energy security for Vietnam and support the economic growth of Laos, Chitchareune Construction Co., Ltd. has collaborated with authorities and consulting companies to research and develop the Nong wind power plant. The project will span a surveyed land area of nearly 28,500 hectares.

The company has engaged with the Institute of Energy under the Vietnamese Ministry of Industry and Trade, suppliers, and financial institutions to finalize the project’s feasibility study report. They are set to sign the project concession contract in the second quarter of 2026.

With an estimated total investment of 1.9 billion USD, the project will proceed in two phases. The first phase will have a capacity of 702 MW and an investment value of approximately 1.123 billion USD. The second phase will add 498 MW with an investment of around 797 million USD.

Upon completion of its first phase by the end of 2027, the project is expected to export 1,526 kWh annually to Vietnam. An additional 1,112 million kWh per year is anticipated once the second phase becomes operational in 2030.
