BOI exceeds pre-pandemic investment approvals


MANILA: Investment approvals at the Board of Investments (BOI) has reached PHP1.16 trillion as of Dec. 18, which already exceeded the pre-pandemic level.

The BOI reported that the current approved investments were higher than the PHP1.14 trillion pledges in 2019.

This is also a record-high investment approvals for BOI for the past 56 years.

It also jumped by 59 percent compared to 2022’s investment approvals of PHP729.1 billion.

‘The BOI hitting PHP1.16 trillion for 2023 reaffirms strong investor confidence in the administration of President Ferdinand R. Marcos Jr., their responsiveness to the policy initiatives of the President and the effectiveness of the aggressive investment promotion activities under the ‘Make It Happen in the Philippines ‘campaign,’ Trade Secretary and BOI Chairman Alfredo Pascual said.

The PHP1.6 trillion investment pledges came from 303 projects, which are expected to produce 47,195 jobs once they are all fully operational.

A big chunk of the approved investments were in the pow
er sector, especially renewable energy projects, amounting to PHP986.14 billion, increasing by 14 percent from PHP409.03 billion last year.

The increase in investment approvals in the power sector this year can be attributed to seven offshore wind projects in Cavite, Laguna, Dagupan, San Miguel Bay, Negros, and Northern Samar with total investments of PHP759.84 billion.

Investments in the information and communications technology sector were also robust at PHP96.16 billion.

The BOI also approved PHP22.03 billion investments in the manufacturing sector, PHP20 billion in the infrastructure sector, and PHP15.63 billion in real estate activities.

The investment promotion agency (IPA) also recorded a 452-percent surge in pledges from foreign sources amounting to PHP763.22 billion.

Top foreign investors at BOI this year were Germany, with total pledges of PHP393.28 billion, the Netherlands at PHP333.61 billion, Singapore at PHP17.38 billion, and the United States at PHP3.38 billion.

Vietnam remains responsible member of ASEAN: meeting

Hanoi: Deputy Minister of Foreign Affairs Do Hung Viet on December 27 chaired an inter-sectoral meeting to review ASEAN cooperation and Vietnam’s participation in the grouping in 2023, and set out directions for next year.

The official noted that given both opportunities and challenges, ASEAN has demonstrated its adaptivity, and gradually made adjustments to optimise new trends in service of sustainable development.

Mentioning initiatives and frameworks raised by ASEAN, Viet said they reflect changes in both mindset and action, aiming to shape and lead new potential cooperation areas in the region, and called them important premises for the bloc to move forward and make breakthroughs in the future.

For external relations, ASEAN has made strong, substantive progress in cooperation with its partners, he said, adding the bloc has established a comprehensive strategic partnership with Japan, and upgraded its relationship with Canada to a strategic partnership.

Regarding Vietnam’s participation in the grouping
, Viet noted that the country’s viewpoints, proposals and initiatives meet the common concern and interests of countries and the region, and contributing to strengthening ASEAN’s solidarity and centrality, enhancing regional cooperation and connectivity and affirming the image of a peaceful, friendly, constructive and responsible Vietnam.

The participants shared the view that Vietnam should carry forward the sense of responsibility in 2024, and coordinate with and support Laos that will perform the ASEAN Chairmanship in the year.

Viet called on other ministries and agencies to work together with the foreign ministry to soon complete a master plan for Vietnam’s engagement in ASEAN in 2024, and effectively implement tasks and solutions to raise cooperation quality and efficiency./.

Trials and triumphs: Upholding the commitment to serve and protect


MANILA: The year 2023 has proven to be a moment of ups and downs for the Philippine National Police (PNP), as it saw trials and triumphs in fulfilling its mandate to serve and protect – from undertaking an intense crackdown on “narco police officers”, dealing with an uptick in election-related incidents, achieving a lower crime rate and top cop seeing a term extension.

Radical cleansing

At the start of the year, controversies rocked the police force after Department of the Interior and Local Government (DILG) Secretary Benjamin ‘Benhur’ Abalos Jr. called on all police colonels and generals to submit their courtesy resignation in a radical move to cleanse the institution of those linked to illegal drugs.

The move came a few months after the October 2022 drug operation in Manila that yielded 990 kg. of shabu worth PHP6.7 billion and led to the arrest of dismissed police master sergeant Rodolfo Mayo Jr., which exposed a drug recycling scheme involving police officers.

red police general and Baguio City Mayor Benjamin Magalong, then defeated senatorial bet and now Defense Secretary Gilberto Teodoro Jr., then PNP chief Rodolfo Azurin Jr., Office of the Presidential Adviser on Military Affairs Undersecretary for Police Affairs Isagani Nerez and retired Court of Appeals Justice Melchor Sadang screened the courtesy resignations of more than 900 third-level police officials.

On April 10, Abalos revealed that ranking PNP officials were seen in a video footage of the operation.

Abalos said some police officers took 42 kg. of shabu before the inventory of the confiscated 990 kg. of illegal drugs based on the CCTV footage.

Just a day after his second State of the Nation Address (SONA), President Ferdinand R. Marcos Jr. accepted the resignation of 18 third-level officers of the PNP who are allegedly involved in illegal drug activities, based on the recommendation of the National Police Commission Ad Hoc Advisory Group that investigated the matter.

Meanwhile, the advisory group re
commended the non-acceptance of the courtesy resignation of 935 other police officials.

The Department of Justice said a panel of prosecutors has been constituted to handle additional complaints arising from the operation.

Higher poll violence incidents; focus crimes down

The number of validated election-related incidents (ERIs) more than doubled for this year’s Barangay and Sangguniang Kabataan Elections (BSKE) 2023 compared to figures from the previous polls.

PNP spokesperson Col. Jean Fajardo said a total of 105 validated ERIs were recorded during the election period from Aug. 28 to Nov. 29 — an increase of 65 incidents from 40 validated ERIs during the 2018 polls.

Fajardo, however, said these incidents did not mar the overall electoral process and that no recorded failure of elections nationwide.

Meanwhile, a total of 29 people were killed while 100 others were injured in these incidents.

Fajardo said a total of 2,672 persons were also arrested during the implementation of a nationwide gun ban for
the BSKE.

From Jan. 1 to Dec. 19 this year, the police force recorded 37,089 focus crime incidents or 8.22 percent lower than the 40,411 incidents logged in the same period in 2022.

Classified as focus crimes are murder, homicide, physical injury, rape, theft, robbery, vehicle theft and motorcycle theft.

The PNP has also recorded a 67-percent drop in focus crimes during this year’s Christmas Eve compared to last year.

Based on its data, the PNP said 34 incidents were recorded on Dec. 24 this year as compared to 101 incidents from last year.

Extended tenure

For the first time, a sitting President extended the PNP chief’s tour of duty for his good handling of internal security initiatives.

President Ferdinand R. Marcos Jr. has extended the term of PNP chief Gen. Benjamin Acorda Jr. until March 31, 2024. He was supposed to retire from the service upon turning 56 on Dec. 3.

Executive Order 136, series of 1999, recognizes the power of the President to extend the service of presidential appointees beyond th
e compulsory retirement age for exemplary meritorious reasons.

Acorda, then PNP’s director for intelligence, was appointed as the country’s 29th top cop on April 24.

Marawi blast

On the day of Acorda’s supposed retirement, the PNP dealt with another major security incident – the bombing at a Mass inside the Mindanao State University gymnasium in Marawi City that killed four and injured dozens.

On Dec. 6, the PNP identified two members of the Daulah Islamiyah-Maute Group as the culprits behind the bombing — Kadapi Mimbesa alias ‘Engineer’ and Arsani Membesa alias ‘Khatab’, ‘Hatab’ and ‘Lapitos’.

On the same day, military troops arrested another suspect in the incident — Jafar Gamo Sultan alias “Jaf” and “Kurot.”

Women power

Women have also proven to shine in the police force – a profession dominated by men.

Data from the PNP showed there are 41,780 females serving in the country’s law enforcement agency, comprising 18.32 percent of the 228,000-strong police force.

Of the figure, 2,978 are officers w
hile 38,802 are non-commissioned officers.

Two ranking female police officers made history this year — Col. Jean Fajardo, who became the first female chief of the PNP’s Public Information Office and Brig. Gen. Portia Manalad, the director of the Women and Children Protection Center.

Manalad, the sole woman who graduated from her batch in 1995, is the first-ever female police general from the PNP Academy.

She has led numerous operations that led to the rescue of women and children from human trafficking and sexual abuse.

Another female police who was named to a key post is Col. Grace Madayag, the chief of police of Mandaluyong City.

Meanwhile, 14 of the country’s 17 police regional offices have female law enforcers as their public information officers. These include the National Capital Region Police Office, represented by its spokesperson, Lt. Col. Eunice Salas.

Two individuals detained for illegally possessing deceased rare animals

Ha Tinh: Police in Huong Son district, the central province of Ha Tinh have announced a decision to launch legal proceedings against and issue a four-month temporary detention order for two local residents on charge of violating regulations on the protection of endangered and rare animals.

The two are Tran Anh Tuan and Nguyen Tien Dung, born in 1974 and 1973 and residing in the district’s Pho Chau and Tay Son towns, respectively.

On December 20, Tuan was caught red-handed possessing six carcasses and a skull of a dead animal, which were later verified to belong to the Javan rhinoceros, tiger, and ibex species. The next day, five dead tigers preserved in a frozen state were uncovered at Dung’s residence.

These rare and endangered animals were brought into the country by Tuan and Dung from Laos for consumption. Dung admitted he had bought the dead tigers for personal use and the remaining ones to sell to those interested.

The police are currently handling the case in accordance with legal regulations./.

Ayuda in 2024 budget to help vulnerable Filipinos cope with El Niño


MANILA: A leader of the House of Representatives on Wednesday said the new cash transfers and other forms of subsidies in the 2024 national budget are expected to help vulnerable sectors cope with the potential rise in commodity prices due to the impact of El Niño.

In a statement, House Minority Leader and 4Ps Party-list Rep. Marcelino Libanan said the various forms of government support, such as expanded cash aid and food stamps, would serve as a “buffer” and provide relief to disadvantaged households as the weather event could dampen farm harvests and overall agricultural productivity next year.

‘Along with the recent increases in the regional minimum wage rates, the subsidies will help struggling families grapple with the upward pressure on consumer prices,’ Libanan said.

He noted that the tripartite wages and productivity boards in 16 regions have ordered increases ranging from PHP30 to PHP50 in the daily minimum wage of workers employed in private establishments.

These pay adjustments, Libanan said,
are expected to benefit an estimated 3.82 million workers receiving the minimum wage rate.

Speaker Martin Romualdez earlier announced that Congress introduced in the 2024 national budget a PHP60-billion program called Ayuda sa Kapos ang Kita (AKAP), which will provide a one-time PHP5,000 cash payment to 12 million poor and low-income households.

Next year’s spending law also includes another PHP30 billion for the Tulong Panghanapbuhay sa Ating Disadvantaged or Displaced Workers (TUPAD), and PHP23 billion for the Assistance to Individuals in Crisis Situation (AICS).

Libanan said the subsidies are on top of the PHP112.8 billion earmarked to pay for the cash transfers to 4.4 million households under the Pantawid Pamilyang Pilipino Program (4Ps).

Romualdez said Congress has also earmarked funds under the PHP5.768-trillion 2024 national budget to implement a government program that would drive down the price of quality rice through monthly rice discount vouchers for almost half of 28 million Filipinos.

‘This
subsidy program is our strong response to President Ferdinand ‘Bongbong’ Marcos Jr.’s call to the House of Representatives to come up with means to bring down the price of rice for disadvantaged Filipino families in difficult situations. It will benefit seven million families across legislative districts in the country, or roughly 28 million people,’ he said.

The new program aims to allow low-income families to buy 25 kilograms of affordable and good-quality rice monthly using Cash Assistance and Rice Distribution (CARD) as a discount voucher.

According to the forecast of the Department of Science and Technology, at least 65 provinces in the country may experience moderate-to-severe drought conditions from February to May next year due to a ‘strong’ El Niño.
