Thanh Hoa takes drastic measures to combat IUU fishing


Thanh Hoa: The People’s Committee of the northern central province of Thanh Hoa on March 13 held a conference to deploy urgent tasks and solutions to combat illegal, unreported and unregulated (IUU) fishing.

Speaking at the conference, Director of the province’s Department of Agriculture and Rural Development Cao Van Cuong, who is also Standing Deputy Head of the provincial Steering Committee on combating IUU fishing, requested relevant departments, agencies and coastal localities to thoroughly address outstanding shortcomings and limitations towards promptly preventing and fully ending IUU fishing in the province.

The province’s Fisheries Sub-Department and Thanh Hoa Fishing Port Management Board will continue to assign staff to guide households and fishing vessel owners to complete paperwork as prescribed.

They will keep coordinating with border guards and waterway traffic police to strengthen patrols and control of fishing activities to strictly handle violations.

The fisheries sub-department strictly
updated the volume of seafood catches unloaded at local ports onto the national database.

Any fishing vessels that are found to not meet regulations or commit IUU fishing must be reported to the competent authority for properly handling.

Competent agencies and localities were asked to intensify communications activities to raise vessel owners and households’ understanding on regulations against IUU fishing.

Vessels without registration, fishing licences and certificates that prove their seaworthiness (vessels with 3 NOs) are not allowed to operate at sea.

Meanwhile, the provincial Border Guard Command will organise a crackdown to ensure that vessels without papers, license plates or vessel monitoring system (VMS) are not allowed to sail.

They will also focus on verifying and handle cases where fishing vessels’ VMS lose connection while the ships are at sea or fishing vessels go beyond permitted boundaries at sea.

Thanh Hoa is among provinces that will be inspected during the fifth working round with the
inspection delegation from the European Commission (EC) in May./.

Misamis Oriental’s pilgrimage site closes for tourism upgrade

CAGAYAN DE ORO CITY: Religious pilgrimage site Sipaka Heights in Misamis Oriental province will be closed during Holy Week as it undergoes a tourism infrastructure upgrade.

In an interview Thursday, Christian Bonn Gonzales, the officer in charge of the Talisayan Municipal Project Management Office, said the site’s closure is due to the construction of a zipline facility.

“There was an alternative place, Kibuntod, the barangay that holds jurisdiction in the area and is already cleaning its surroundings,” he said.

Gonzales said Talisayan Mayor Rico Taray ordered local government personnel to support activities held by the Catholic Church in the town center.

Every year, during Holy Week, tourists and pilgrims visit Sipaka Heights to pray the Stations of the Cross.

This year’s Holy Week observance will begin on March 24 for Palm Sunday and end on March 31 for Easter Sunday.

The construction of a zipline facility forms part of Talisayan’s long-term tourism plan.

Last year, the town had an initial launch for
an international paragliding competition, where Sipaka Heights served as the venue.

Thai cement manufacturer eyes PHP2-B plant in PH

MANILA: Bangkok-based fiber cement manufacturer Shera is investing PHP2 billion in the Philippines, its first facility outside Thailand.

At the building and construction exposition Worldbex 2024 in Pasay City Thursday, Shera country head Thunnop Jumpasri said the PHP2-billion construction plant will be located in a two-hectare property in Mabalacat, Pampanga.

It will have an initial capacity of 100,000 metric tons annually that can be doubled in the coming years and the opening of the new plant will need 120 to 150 workers.

‘(We) plan to expand to other countries but [the] Philippines is our first (facility) outside Thailand… (In other countries,) we need to understand the market (and) culture, but in the Philippines, we’ve been here, so (we are) confident because understand the market,’ Jumpasri said, adding that the company started the installation in 2023 and targets to complete the plant this year.

Last year, Shera’s sales in the Philippines were at PHP1.5 billion.

‘We are positive to grow around 1
0 to 5 percent,’ the executive added.

With the opening of its factory here, Shera aims to bring to the country its sustainable and eco-friendly construction products, especially for establishments, buildings, and houses that want to integrate green solutions in their projects.

The company also targets to seize business opportunities in the Philippines with the administration’s infrastructure program and the private sector’s construction projects.

‘We plan to export to other countries from [the] Philippines to Taiwan, Korea, and some parts of China, but we prioritize the Philippines first for now,’ Jumpasri added.

Iloilo City logs 6 confirmed animal rabies cases

ILOILO CITY: The Office of the City Veterinarian is going massive with its anti-rabies vaccination campaign and is calling for responsible pet ownership amid the six confirmed cases of animal rabies in Iloilo City during the first quarter of 2024.

‘Unfortunately, we already registered six confirmed positive animal rabies cases, compared to three cases whole year of last year. So it’s sort of alarming and a cause of concern,’ City Administrative Assistant I Andrew Murray D. Durano said in a press conference on Thursday.

The confirmed cases came from Barangays Tabuc Suba (Puerto Real), Baldoza, and Caingin in La Paz district; Sooc in Arevalo; and Rizal Estanzuela and Tanza Timawa I in City Proper.

‘That’s why we always promote rabies awareness and animal welfare. Rabies is not just an animal welfare concern. It is also a public health. It could affect both humans and animals. To control rabies, we must start from the source – the animals,’ he added.

Durano noted that while they concentrate on dogs, they als
o vaccinate, spay, and neuter cats because they are also a source of rabies.

To achieve herd immunity, the Office of the City Veterinarian this year targets to vaccinate 31,500 heads or at least 70 percent of the 45,000 dog population.

The estimated cat population in the city is 17,000.

Durano said the city government allocated PHP1.5 million to acquire vaccines sufficient to achieve herd immunity.

While the procurement is yet to arrive, they have buffer stocks of 6,000 vials last year that they used to kick-start the vaccination.

Love Boracay 2024 Sports Festival slated April 26-30

MANILA: Preparations are ongoing for the Love Boracay 2024 Sports Festival scheduled from April 26-30.

The event features eight sports, namely: beach tennis, beach volleyball, beach soccer, football, dragon boat, ultimate frisbee, pickle ball and round net, and non-sport paraw race and sandcastle making.

The festival will be the second tournament to be organized by the Boracay Racquet Sports Club PH team of Maggie Tirol, Theo Dy and Nok Sacapaño after last week’s Boracay Beach Games held in front of Whitehouse Beach Resort.

In the beach tennis competition, Dy and Ivana Caballero won the mixed doubles title over Davis Alabi and Tirol, 4-6, 7-5, 10-6.

Keith Palmani and Matt Crisosto bagged the men’s doubles title over CJ Luna and Bryan Magallanes, 6-2, 6-1, while Tirol and Ada Yu were crowned women’s doubles champions after beating Jenny Jara and Anais Silvestre, 6-0, 6-1.

Dy finally had his moment of glory after three runner-up finishes.

“I always made it to finals but always ended up as a runner up. In
God’s will and time, I won. I trained and worked hard to prepare myself for the tournament and I’m happy and proud of the outcome. I’m also thankful to my new partner Ivana who is equally prepared and focused. I look forward to more tournament partnership ahead,” Dy said in an interview on Thursday.

Caballero, a former varsity tennis player who is now working at TJMC Clinic in Boracay, said “First off, I just want to thank God for the opportunity. It has been a pleasure to play and meet different players who share the same passion, which is tennis. For me, I just did my best, leaving it all up to Him above because I want to enjoy this despite the pressure and exhaustion under the sun.’

‘We gave our best and I’m grateful for everyone who supported us all throughout. This victory is not an end, but rather a new beginning for me and my partner in beach tennis and I am looking forward to more opportunities and tournaments like this for me and my fellow tennis enthusiasts,” she said.

Meanwhile, the organizers a
re happy with the outcome of the Boracay Beach Games, saying “everyone was in their A game and it’s truly everyone’s ball game. Creating this kind of event is both meaningful and fulfilling. We see players having fun and while staying focused on the game. This will also not be possible without the support of our LGU (local government unit), Philippine Tennis Association (Philta) and some sponsors.’

“Overall, it was a smooth sailing tournament and we look forward to our next tournament in April, the Love Boracay 2024,” said Dy, a member of the Philta board of trustees and the club’s secretary.
