PBBM: Canberra trip ‘significant step’ in elevating PH-Australia ties


MANILA: President Ferdinand R. Marcos Jr. said Thursday his two-day visit to Canberra is crucial in advancing the relations between the Philippines and Australia.

In his arrival statement after his Canberra trip, Marcos said Australia remains and will continue to be ‘one of (the Philippines’) closest friends.’

‘This visit is a significant step in realizing the opportunities and potentials set forth by our decision to elevate the bilateral relationship with Australia from a comprehensive to a strategic partnership,’ he said.

‘In the spirit of bayanihan (teamwork) and mateship, we shall forge ahead in fully maximizing the potentials and the gains of the strategic partnership between our two forward-looking, law-abiding maritime states. I look forward to exerting our tireless efforts to attain this vision.’

Marcos, who flew to Canberra on Wednesday as a ‘guest’ of the Australian government to address the Australian Parliament, said he had ‘productive’ discussions with the host country’s parliamentary leaders
.

He said his engagements with Australia’s Senate president, House of Representatives Speaker, and opposition leader helped him gain their support, which is ‘instrumental in developing an enabling policy environment for the continuous upward orientation for our bilateral relations.’

‘I conveyed to Australian legislators the important role of both nations as proponents of the rules-based international order and its significance amidst the present complexities in the global geopolitics,’ Marcos said.

He said he also took the opportunity to emphasize the importance of a mutually beneficial economic relationship to support the two nations’ efforts in building economic resilience and achieving inclusive economic growth.

‘In the same vein, we acknowledged the role of our long-standing people-to-people ties to support and inspire our efforts for closer Philippine-Australia relations,’ he said.

The President said he also met with Australian Prime Minister Anthony Albanese to maximize the opportunities from the t
wo countries’ strategic partnership.

He said he discussed with Albanese the need to improve cooperation in various areas, including trade, investment, and security.

He also noted that three agreements were signed between the Philippines and Australia in the fields of maritime cooperation, cyber and critical technology, and the implementation of competition laws.

‘Concluding such MOUs (memorandum of understanding) will pave the way for more beneficial undertakings, information sharing, and capacity-building foreseen to promote closer bilateral ties and contribute to regional development, peace, and prosperity,’ Marcos said.

Fruitful trip

National Security Adviser Eduardo Año on Friday said the successful visit of President Ferdinand R. Marcos Jr. to Australia marks a significant milestone in strengthening the long-standing and enduring ties between the two nations.

“It highlighted the Philippines’ unwavering support for regional peace, emphasizing the crucial role of both countries in upholding the rules
-based international order and a free and open Indo-Pacific in the face of the complexities in global geopolitics,” he added in a statement.

Año said Marcos’ discussions with Australian leaders, particularly Prime Minister Anthony Albanese, further solidified the foundation for the strategic partnership on trade, investment and security initiatives.

“The signing of three bilateral agreements covering maritime domain, cyber and critical technology, and competition laws and policies exemplifies the tangible outcomes of the President’s visit, which will contribute to the continued advancement of our capabilities to meet many of our urgent national security challenges,” he added.

Naval Reserve Command eyes mobilization center in north Negros


MANILA: The Naval Reserve Command-Naval Reserve Center Western Visayas (NRCen-WV) of the Philippine Navy is seeking a partnership with San Carlos City in Negros Occidental for the establishment of a mobilization center in northern Negros.

Mayor Renato Gustilo said he met with Lt. Col. Hilario De Vera Jr., commander of NRCen-WV, on Thursday to discuss the signing of a memorandum of understanding to reflect their shared commitment to enhancing regional security and preparedness.

‘As agreements are being finalized, I assure our unwavering support and cooperation in the center’s establishment and operation. We express our readiness to collaborate with the Philippine Navy in this endeavor,’ Gustilo said in a statement on Thursday night.

He was joined by Vice Mayor Christopher Paul Carmona and San Carlos Development Board executive director Jose Miguel Valmayor during the meeting.

Gustilo said San Carlos City is ‘honored to be considered as the site for the mobilization center’, which is a recognition of the no
rthern Negros city’s pivotal role in the regional defense landscape.

‘I extend my sincerest appreciation to Lt. Col. Hilario De Vera Jr. and the NRCen-WV team for their proactive engagement and vision for strengthening our defense capabilities,’ he added.

De Vera said they chose San Carlos City for its strategic defense location in Western Visayas.

It is also near Cebu province, where the headquarters of the Philippine Navy Naval Forces Central is located, he said.

De Vera said they are also planning to hold a recruitment for the Naval Reserve Force in San Carlos City.

DSWD gives P18.6M aid to fire victims in Ilocos Region


MANILA: About PHP18.6 million worth of cash and in-kind aid have been given by the Department of Social Welfare and Development (DSWD) to 120 families affected by 30 fire incidents in Ilocos Region as of end-February this year.

Bulk of the amount, at PHP16.9 million, is accounted for by financial assistance while the balance of PHP1.7 million was food and non-food items, the DSWD-Ilocos Field Office said in a statement on Friday.

‘(The) Month of March should not be the only time that everyone should think of fire safety because fire incidents may happen anytime. That is why fire safety should be practiced by everybody, every day. The fact that February has already seen a high number of documented fire(s) is concerning that is why, we encourage everyone to know about fire safety because it can help save your loved ones especially those around you,’ Disaster Response Management Division officer-in-charge Maricel Caleja said.

March is observed in the Philippines as the Fire Prevention Month by virtue of Presi
dential Proclamation No. 115-A.

Caleja is urging the public to always report disasters, including fire, to their respective local government units (LGUs) for possible provision of assistance.

The LGU is the first to provide support to their constituents in times of crisis and augmented by DSWD upon their request, she said.

“DSWD is always ready to provide assistance at any time given that the affected LGU requests for augmentation and submits report as the basis of the agency in providing assistance,” she added.

Senate to proceed with RBH 6 discussions with higher education sector


MANILA: The Senate subcommittee tasked to handle the proposed amendments to the economic provisions of the 1987 Constitution has invited more resource persons from the higher education sector as it resumes discussions on the Resolution of Both Houses No. 6 (RBH 6) on March 5.

Representatives of higher education institutions are attending the proceedings, Senator Sonny Angara said.

“It’s a continuation of the session for higher education. Mas madaming naimbita (More were invited) from the tech-voc and private education sector,” Angara told reporters,

Among the provisions proposed to be amended is Article XIV on opening up higher educational institutions to full foreign ownership.

In a previous statement, Angara called for greater precision in the language of any proposed amendment, emphasizing the need to clarify the scope of the amendment amid concerns about its potential impact on basic education.

‘Before we amend or seek to amend the constitutional provision on ownership or management and control of hi
gher education institutions, perhaps we should aim at greater precision in the language of the amendment,’ he said.

Angara addressed interpretations of RBH 6, expressing concern that some may have misunderstood its implications on basic education.

He has repeatedly assured that the measure only intends to tackle higher education and “keep basic education in the hands of Filipinos.”
