Ex-rebels, militias in Negros showcase handicrafts in agro-fair

DUMAGUETE CITY – Ten former communist rebels and 20 Civilian Active Auxiliary (CAA) members of the Philippine Army have completed training on handicraft-making which will boost their income. They displayed their finished handicrafts such as woven bags during the charter day anniversary Agro-Fair on Wednesday in Guihulngan City, Negros Oriental province. Lt. Col. William Pesase, commanding officer of the 62nd Infantry Battalion of the Philippine Army, told the Philippine News Agency on Thursday that the former rebels and CAAs completed last week a six-day training on pandan weaving in cooperation with the Department of Trade and Industry. During the training, two FRs also received certificates of recognition from the Technical Education Skills and Development Authority (TESDA) in Region VII as community-based trainers on pandan bags, decor, and mat weaving. “This program aims to capacitate the participants to enhance their skills through production and marketing of high-quality pandan leaf products and help FRs and the CAAs who are force multipliers to have an additional source of income,” Pesase said. The training is also part of government efforts under the whole-of-nation approach to end the Communist insurgency, he added. The training was also in collaboration with the local Task Force to End Local Communist Armed Conflict, the Guihulngan local government, and the provincial government. (PNA)

Lao Airlines to provide aircraft maintenance service for VietJet Air

Lao Airlines, the national flag carrier of Laos, will provide aircraft maintenance service for the Vietjet Aviation Joint Stock Company under an agreement signed in Vientiane on July 12.

Addressing the signing ceremony, Managing Director of Lao Airlines Khamla Phommavanh called the agreement an important milestone in the fruitful cooperation between the two sides, enabling his firm to supply a high-quality maintenance service for VietJet Air and help its partner save expenses.

It contributes to not only bilateral partnerships but also the special ties between Laos and Vietnam, he noted, expressing his belief that the deal will generate common benefits and opportunities for both sides and the scope of their cooperation will be expanded further in the future.

In his remarks, CEO of VietJet Air Dinh Viet Phuong said the agreement is critically important to the two carriers’ technical cooperation and also a demonstration of the countries’ special relations.

It is a stepping stone for the two airlines to carry out many other cooperation programmes in the coming time, including the establishment of a school for training pilots, attendants, and technicians in Laos, he added.

Congratulating Lao Airlines and VietJet Air on the deal signing, Pham Minh Chien, Counsellor of the Vietnamese Embassy in Laos, said that he hopes this will be a basis for them to strengthen ties, thus bringing about benefits to both sides as well as the great friendship, special solidarity, and comprehensive cooperation between the two countries.

US$ 835 mil. investment cooperation singed in first overseas investment promotion event

From July 3 to 6, the Investment Promotion Conference and Signing Ceremony of the Investment Cooperation Memorandum of Asia-Potash International Intelligent Industrial Park in Khammouane Province, Laos sponsored by the Ministry of Industry and Commerce and the Khammouane Provincial Government were grandly held in Guangzhou, China.

Different from the previous infrastructure construction investment promotion of the Lao government, this Investment Promotion Conference is Laos’ first large-scale industrial investment promotion event held overseas.

It consists of three parts: high-level government-enterprise talks; enterprise investment promotion symposium; investment promotion conference and signing ceremony of the investment cooperation memorandum.

Highlighting the Asia-Potash International Intelligent Industrial Park established by the government as a promising hub for new development, it presents over 100 well-known Chinese enterprises, investors and financial institutions with the opportunity to witness that Laos is embracing the world and striving for development.

The investment promotion conference was pragmatic, efficient and fruitful. The event resulted in the signing of ten projects with a total investment of USD 835 million (approx. LAK 15.1 trillion) directly at the venue, involving industrial chain projects such as chlorine-alkali, bromine deep processing, zinc-bromine flow battery energy storage as well as emerging industry projects such as biological science and intelligent manufacturing.

After all the projects are put into operation, the total output value will exceed USD 2 billion (about LAK 36.2 trillion). This is a concrete measure to thoroughly implement the important instructions of the Party, the government and the National Assembly on stabilizing the economy, attracting foreign investment, increasing foreign exchange and replacing imports.

Moreover, it is also a practical action based on the consensus on Laos’ economic development and another milestone in Laos’ economic development process.

The main focus for overcoming economic difficulties lies in promoting openness and fostering development.

In order to effectively solve the problems existing in Laos’ economic development such as inflation, currency depreciation and insufficient foreign exchange reserves, Malaithong Kommasith, Minister of Industry and Commerce, and Vanhxay Phongsavanh, Governor of Khammouane Province, held in-depth talks with Guo Baichun, Chairman of Asia-Potash International, and his senior management team to discuss and communicate on the investment and economic development in Laos, especially the industrial development, during the conference.

Guo Baichun said that the current difficulties faced by Laos’ economy are temporary, and development is the most effective solution lies in pursuing development.

By maintaining a stable and consistent opening-up policy, Laos’ unique advantages will attract increasing investments, and all problems will be readily solved. In this regard, Asia-Potash International is willing to provide support and assistance.

He supports the concept of “equal importance of agriculture, industry and commerce” and believes that it is necessary to promote the industry as a crucial pillar of economic development, so as to reduce imports and earn foreign exchange through exports in processing production.

Tong Yongheng, Deputy General Manager of Asia-Potash International and Head of Laos Potash Fertilizer Base, described the development of the industrial park. Cao Lixiang, Chairman of Hengguang Technology, delivered a speech on behalf of the signing enterprises. He said that the chlorine-alkali project in the Asia-Potash International Intelligent Industrial Park is their first overseas investment project. At present, the construction of Phase I ionic membrane chlorine-alkali construction project with an annual output of 30,000 tons is progressing rapidly and is expected to be completed by the end of September this year.

In the future, the company plans to establish a strong presence in the Lao base. On the one hand, it will leverage the industrial chain of the park to construct advantageous projects in chemical industries such as sodium, magnesium, sulfur and chlorine; on the other hand, it will seize the current historical opportunity to construct a number of pesticide and fertilizer projects to support the agricultural industrialization in Laos. Under the Belt and Road Initiative, the company will achieve mutual benefit and win-win results between its overseas development strategy and Laos’ economic and social development through the support and opportunities offered by the Asia-Potash International Intelligent Industrial Park.

Defence Ministry introduces amendments to Law on Military Court

On Jul 12, Lt. Col. Thongloy Soulivong, Deputy Minister of National Defence introduced amendments to the Law on Military Court at the ongoing 5th Ordinary Session of the National Assembly’s 9th legislature for its consideration of approval.

The amendments include 10 additional articles and aim to make sure the law is in line with relevant legislations including the Law on Military Prosecutor’s Office, Law on National Defence, Law on Soldiers, Law on People’s Courts, Law on Criminal Procedure and Law on Judges, according to the deputy minister.

He said that the amendments aim to make sure the Military court can make decisions and judgments on cases in an effective and transparent manner, and in line with the constitution and relevant laws, thus better contributing to the national socio-economic development.

The Law on Military Court is among six laws subject to be amended at the ongoing session of the National Assembly. The others include Law on Commercial Banks, Aquatic Animals and Fisheries, Wildlife, Printing and Distribution, and Protection of the Rights and Interests of Children.

BoL Governor proposes amendments to Law on Commercial Banks

Governor of the Bank of the Lao PDR Bounleua Sinxayvoravong has proposed amendments to the Law on Commercial Banks.

Defending the amendments to the law at the ongoing 5th Ordinary Session of the National Assembly on Jul 12, BoL governor said that the revision aims to ensure better management and supervision of commercial banks, facilitate their integration into international banking eco-system and contribute to stabilizing national currency and national socio-economic development.

Mr Xayadeth Phouyavong, a member of the National Assembly for Savannakhet Provincial Constituency called on the government to urge commercial banks to guarantee their currency exchange services meet market demand, especially from SMEs and merchants who need foreign currencies to pay for imports.

Mr Saybandith Thatsaphon, a member of the National Assembly for Champassak provincial constituency asked the government to better supervise the establishment of commercial banks and make sure they can open on the weekends, especially at markets, airports, border checkpoints, and shopping centres.

Mr Souvanny Xaysana, a member of the National Assembly for Borikhamxay provincial constituency asked the government to impose strict punishments against corrupt bankers like Vietnam, Thailand and China where corrupt banking officials always face severe punishments.

The lawmaker expressed his belief that once approved by the National Assembly, the revised law will be a reference for tackling the problems of commercials banks, and promote the rule of law in the banking industry.

Across the country, there are 42 commercial banks, and almost 1,500 ATMs.

ASEAN works to promote regional peace, stability, cooperation

ASEAN foreign ministers gathered in a retreat in Jakarta on July 12 to discuss the international and regional situation, along with orientations for the mechanisms founded by the bloc.

The event formed part of the ongoing 56th ASEAN Foreign Ministers’ Meeting (AMM-56) and related meetings in the Indonesian capital.

In his remarks, Vietnamese Minister of Foreign Affairs Bui Thanh Son shared the view on the urgency of promoting the role of ASEAN-led mechanisms such as the East Asia Summit (EAS) and the ASEAN Regional Forum (ARF) at present, asking the bloc to guarantee the mechanisms’ goals, principles, openness, and inclusiveness on the basis of approaching balancedly and objectively and meeting legitimate interests of all relevant parties.

He voiced support for ASEAN to strengthen relations with partners and encourage the participation of and contributions by partners in the region to help it build the Community and together respond to common challenges.

Partners also need to respect the centrality of ASEAN in terms of both words and actions while joining ASEAN in building up trust, narrowing differences, and promoting dialogue and sincere cooperation, he went on.

Son shared ASEAN’s principled stance on international and regional issues, expressed support for the bloc to help Myanmar seek solutions, affirmed the value of the Five-Point Consensus (5PC), and highly valued efforts by the ASEAN Chair and the Special Envoy. He stressed that the solution to the Myanmar issue must be decided by the country.

Regarding the East Sea issue, the Vietnamese official emphasised the importance of ensuring a favourable environment for the negotiation on a code of conduct (COC) in the waters. He called on ASEAN to stay steadfast in its principled stance, uphold international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and together build the East Sea into a sea of peace and cooperation.

At the retreat, ministers shared the view on the uncertain and complicated situation filled with latent risks at present, especially the strategic competition among superpowers, transnational security issues, and complex developments in many hot spots. In that context, the most important thing for ASEAN is to sustain solidarity, actively consult to seek appropriate response modalities, and maintain a balanced and harmonious approach in external relations.

They underlined the importance of complying with the common principles, standards, and values stated in such documents as the ASEAN Charter, the Treaty of Amity and Cooperation in Southeast Asia (TAC), the 1982 UNCLOS, and the ASEAN Outlook on the Indo-Pacific (AOIP).

Participants also discussed directions for enhancing the bloc’s centrality in the regional architecture by improving the efficiency of ASEAN-led mechanisms so that they live up to their original goals and development potential.

They affirmed ASEAN’s wish to expand and intensify relations with partners, stressing that the participation of partners in the region must be based on respect for ASEAN’s centrality, win-win cooperation, and contributions to the building of an open, transparent, inclusive, and rules-based regional architecture.

On international and regional issues of shared interest, ministers voiced concerns about the ongoing complex situation in Myanmar. They recommended ASEAN sustain solidarity, bring into play its centrality in helping the country, and guarantee its image and reputation.

The value of the 5PC and the ASEAN leaders’ 2022 decision on the 5PC implementation remains intact, and they are still the documents orienting the bloc’s efforts, officials said, expressing support for efforts by the ASEAN Chair and the Special Envoy to continue their constructive dialogue with Myanmar and persistently help the country seek feasible and durable solutions.

The ministers also agreed that ASEAN should actively increase humanitarian assistance for Myanmar, particularly via the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management.

At the event, they reaffirmed the bloc’s principled stance on the East Sea issue and pledged to fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC) and to work towards a substantive and effective COC that matches international law, including UNCLOS.

The retreat also appealed to partners to respect ASEAN’s centrality and stance, especially on the issues related to regional peace, security, and stability.

Following the retreat, the ASEAN foreign ministers witnessed Saudi Arabia signing a document on its engagement in the TAC. The Middle Eastern country is the 51st party to this deal.
