Lao, Vietnamese leaders pledge to give top priority to strengthening ties

Secretary General of the Lao People’s Revolutionary Party and President Thongloun Sioulith and Vietnamese President Nguyen Xuan Phuc have reaffirmed their commitment to give top priority to strengthening the great friendship, special solidarity and comprehensive cooperation between the two countries.

The Vietnamese President is on a two-day official visit (Aug 9-10) to the Lao PDR in response to the invitation of the Party Secretary General and State President Thongloun Sisoulith.

At a bilateral meeting in Vientiane on Monday, the two leaders noted that the two countries have demonstrated an unchangeable commitment to help each other in national development as this has been proved with concrete outcomes of bilateral cooperation, especially in politics, security, external affairs, economic and trade, investment, science and technology, education, and social and cultural areas.

Party Secretary General and President Thongloun Sisoulith and Vietnam’s President Nguyen Xuan Phuc pledged to work together to promote cooperation between Laos and Vietnam through continuing the exchange of delegations at all levels and promoting the implementation of the documents signed by the leaders of the two countries.

Both leaders expressed their commitment to continue strengthening cooperation on national defence and public security to ensure the two neighbours can cope with new challenges.

Secretary General and President Thongloun Sisoulith expressed thanks to the Vietnamese President for choosing the Lao PDR for his first overseas visit noting that his visit demonstrated the attention the Party, State and people of Vietnam pay to the great friendship, special solidarity and comprehensive cooperation between Laos and Vietnam, extending the goodwill, friendship, close solidarity of the Party, State and people of Vietnam to the Party, State and people of Laos thus giving the Lao PDR encouragement to continue to cope with difficulties it is facing and enhancing the special fraternal relations.

The top leader of the Lao PDR expressed sincere gratitude for the assistance the Party, State and people of Vietnam have extended to the Lao PDR to support infrastructure development, training, emergency assistance noting that such assistance bears material and spiritual value to the Lao people.

The host also expressed gratitude to the Party, State and people of Vietnam for dispatching in a prompt and effective manner doctors, experts and medical equipment to Laos to support its fight against Covid-19.

Both host and guest agreed to urge relevant ministries and agencies of the two countries to attach attention to strengthening cooperation on projects related to infrastructural integration, tourism, energy, clean agriculture noting that these areas are potential in their respective countries and are likely to become a fundamental foundation for their regional integration efforts and an economic driving force of the two countries in the future.

These include Vientiane-Hanoi express way project, Road No. 8 upgrading project, Vientiane-Vung Ang Railway project, a potassium mining and processing project, Vung Ang Port project, Nongkhang Airport project, and an electricity trade project.

The two leaders also agreed to celebrate 2022 as Laos-Vietnam Friendship and Solidarity Year, the 60th anniversary of Laos-Vietnam diplomatic ties, and the 45th anniversary of Laos-Vietnam Treaty of Amity and Cooperation.

Both sides also pledged to continue to support each other in contributing to the protection of regional and international peace, stability and prosperity.

The two leaders also witnessed the signing of 14 cooperation documents between the two countries’ ministries, sectors and enterprises in the fields of defence, security, drug prevention and control, search and rescue, electricity trading, and mineral exploration, exploitation and processing.

Message by Saleumxay KOMMASITH Minister of Foreign Affairs of the Lao PDR

we jointly commemorate and celebrate the 54th anniversary of the founding of the Association of Southeast Asian Nations or ASEAN (8 August 1967 – 8 August 2021) while the world is facing the COVID-19 pandemic as well as natural disasters. Since its inception in 1967, ASEAN has grown into a resilient inter-governmental regional organisation with the aim of maintaining and promoting peace, stability and cooperation for the prosperity of the ASEAN Member States based on the aspiration of the ASEAN Charter that aims to build an ASEAN Community under the ASEAN Motto: “One Vision, One Identity, One Community”.

Currently, ASEAN consists of 10 member states, with a population of more than 670 million people, comprises of different cultures, languages and religions. Notwithstanding these differences, we coexist and cooperate in the spirit of unity in diversity, thereby making ASEAN the successful regional organisation with tangible achievements on many fronts, notably, a region of long-lasting peace and stability, and economic resilience making it the fifth largest economy in the world. These have enabled ASEAN to integrate into the regional and global economy, which has contributed to social development as well as the improvement of the livelihood of the ASEAN peoples. The success of ASEAN has been recognised internationally, particularly ASEAN’s Centrality, its leading role and the ASEAN Way of consensus, which serve as the fundamental principles that ensured its success, as well as guided its external relations.

Unfortunately, in 2021, ASEAN as well as other regions across the world continue to face many challenges, particularly the COVID-19 pandemic and other natural disasters, which have severely affected public health, socio-economic development, stability and security. Although the COVID-19 pandemic has disrupted connectivity, ASEAN has remained committed to further strengthen cooperation within ASEAN, and between ASEAN and its Dialogue Partners as well as External Parties, through utilising numerous modalities, including videoconference at all levels. Such cooperation entails the discussion on the prevention of the COVID-19 pandemic, preparedness and response to the impact of the COVID-19 pandemic on the economy and society in the region and the world at large. Importantly, ASEAN agreed to establish the COVID-19 ASEAN Response Fund (CARF) and the ASEAN Regional Reserve of Medical Supplies for Public Health Emergencies (RRMS), as well as to utilise USD10.5 Million from the ASEAN Response Fund in response to the COVID-19 pandemic, including the procurement of COVID-19 vaccines for the peoples of ASEAN and ASEAN Secretariat staff.

In line with the theme: “We Care, We Prepare, We Prosper” under the ASEAN Chairmanship of Brunei Darussalam in 2021, ASEAN will continue its efforts to build a caring ASEAN Community, strengthen ASEAN’s capability to cope with challenges, and foster ASEAN’s unity towards a sustainable economic development, as well as promote ASEAN’s principles and Centrality in external relations with a view to promoting and maintaining peace, security and stability in the region and the world at large.

– Excellencies, Fellow Compatriots,

The Lao PDR became a member of ASEAN on 23 July 1997. Over the past 24 years, as a member of ASEAN, the Lao PDR has fully participated in the collective processes of ASEAN with a sense of high responsibility with a view to protecting and ensuring our national interests. This development has significantly contributed to socio-economic development and promoted the role of the Lao PDR in the regional and international arena. The Lao PDR has also continued to garner the trust, support, cooperation and assistance from ASEAN Member States as well as ASEAN’s Dialogue Partners and External Parties through both bilateral and multilateral frameworks. I am therefore of the view that these are tangible achievements resulted from the pursuit of the foreign policy of peace, independence, friendship and cooperation, as well as the New Economic Mechanism of our Party and State.

– Ladies and Gentlemen, Fellow Compatriots, and all Lao People

The achievements made throughout the past 24 years as a member of ASEAN are the result of close leadership and guidance of the Party and State, and the proactive and effective contribution from all cadres and officials in all sectors from the central to local authority levels towards the ASEAN causes. On this auspicious occasion, on behalf of the Government, I would like to express my sincere appreciation and deepest gratitude to all sectors of the society for the cooperation, support, and assistance to this endeavour.

I would also like to call upon government officials, soldiers, polices, students and the entire Lao people of all ethnic groups to join hands and take ownership in responding and preventing the COVID-19 pandemic, and continue pursuing the foreign policy of peace, independence, friendship and cooperation of the Party and State, as well as contribute to the courses of ASEAN in order to bring about benefits to our country.

I would like to take this opportunity to extend my best wishes to the Leaders of the Party and State, officials, soldiers, police officers, as well as the Lao compatriots within and outside the country, who have contributed to safeguarding and developing the nation, and particularly to the courses of ASEAN, good health, happiness and success in your noble tasks and jointly celebrate the 54th Anniversary of ASEAN and 24th Anniversary of the Lao PDR’s Accession to ASEAN.

NA’s first extraordinary session closed

The first extraordinary session of the National Assembly’s 9th legislature was closed on Tuesday following five sitting days.

The meeting was attended by the members of the National Assembly, senior officials of the Party and government, cabinet members, and representatives of Party and government organisations.

The meeting saw the approval of the national agenda on addressing economic and finance difficulties and the national agenda on tackling narcotic drug issues, amendments to Laws on Tax Management, Value Added Tax, Income Tax, and Narcotic Drugs.

The meeting also witnessed Prime Minister Phankham Viphavanh, and other goverment members answering questions raised by paliamentarians and briefing people’s representatives about Covid-19 outbreak and measures designed to mitigate associated impacts.

The last day of the meeting also witnessed the handover of the National Assembly House built with Vietnam’s financial grant between visiting Vietnamese President Nguyen Xuan Phuc and Secretary General of the Lao People’s Revolutionary Party and President Thongloun Sisoulith.

Vietnamese President Nguyen Xuan Phuc arrives in Vientiane for a two-day visit

Vietnamese President Nguyen Xuan Phuc, his spouse Tran Nguyet Thu, and a high-ranking delegation of the Vietnamese Party and State arrived in Vientiane this morning for a two-day official friendship visit to Laos at the invitation of Secretary General of the Lao People’s Revolutionary Party (LPRP) Central Committee and President of Thongloun Sisoulith.
The visiting Vietnamese State leader was greeted at Wattay International Airport by Deputy Minister and Minister of Planning and Investment Sonexay Siphandone.
The Vietnamese President will have meetings with Prime Minister Phankham Viphavanh, National Assembly Chairman Xaysomphone Phomvihane, and a number of former Party and State leaders of the Lao PDR.
He is expected to deliver an important speech at the first extraordinary session of the 9th National Assembly, and attend a ceremony to hand over the NA House – a gift of the Party, State and people of Vietnam – to Laos.
As scheduled, Vietnamese President Phuc will also receive the head of the Lao Front for National Development and the President of the Laos-Vietnam Friendship Association, and visit the Vietnamese Embassy in Vientiane where he will meet Vietnamese people and businesses in the country.
Such “milestone” visits are expected to continue making the traditional friendship and special solidarity deeper, more practical and effective, while opening up new prospects and goals in the bilateral cooperation.

National Assembly’s First Extraordinary Session opens

The first extraordinary session of the National Assembly’s ninth legislature was opened this morning under the chairmanship of President of the National Assembly Xaysomphone Phomvihane.
The meeting will be held through Aug 10, 2021.
The opening session of the meeting saw the presence of President Thongloun Sisoulith, Prime Minister Phankham Viphavanh, other cabinet members, members of the National Assembly, and representatives of the Lao Front for National Development, mass organizations, and Lao National Veterans Federation.
“This Extraordinary Meeting of the National Assembly’s 9th legislature will consider and approve fundamental issues of the nation including the government’s report on national agenda on addressing economic and finance difficulties, the government’s report on national agenda on addressing drug issues ad consider and approve amendments to laws related to the national agendas including Law on Tax Management, Law on Value Added Tax, Law on Income Tax, Law on Excise Tax, and Law on Narcotic Drugs,” said President of the National Assembly Xaysomphone Phomvihane.
The government is expected to report to the National Assembly about the Covid-19 outbreak situation and mitigation measures against the impacts of Covid-19.

Russian Foreign Minister visits Laos

Russian Foreign Minister Sergey Lavrov is paying a two-day visit to the Lao PDR (Jul 6-7).

He met with his Lao counterpart Saleumxay Kommasith in Vientiane on Jul 7 to review cooperation under a bilateral and multilateral frameworks over the past years.

Both ministers noted that the relations have been strengthened constantly on the basis of mutual understanding and mutual assistance, longstanding friendship and cooperation.

This year marks the 10th anniversary of the signing of Laos-Russia Declaration on Strategic Partnership in the Asia Pacific Region.

Both sides agreed to promote bilateral relations and cooperation in various areas namely economic and trade, investment, energy, education, national defense, science and technology, and tourism.

Both sides highly valued their cooperation under the Asean-Russia framework noting that Russia has provided assistance to ASEAN in various areas including politics and security, economics, and social and cultural areas, anti-transnational crime efforts, trade and investment, energy and disaster prevention thus enabling ASEAN to better cope with challenges and promote development in the region.

They also expressed support to each other in tackling international issues and challenges.

On this occasion, Foreign Minister Saleumxay Kommasith expressed on behalf of the government of the Lao PDR heartfelt gratitude to the priceless assistance the government and people of Russia has provided to Laos over the past years especially on human resource development, military technology, humanitarian aid, covid-19 test equipment, and Sputnik V vaccine.

The Russian Foreign Minister also pinned a Friendship Medal on Minister Saleumxay in recognition of his active contribution to strengthening the longstanding friendship and cooperation between Laos and Russia and the Laos-Russia Strategic Partnership in recent years.

The visiting Russian Minister also paid a courtesy call to President Thongloun Sisoulith and Prime Minister Phankham Viphavanh on the same day.
