UNICEF Regional Director visits Vice Minister of Planning and Investment

UNICEF Regional Director for East Asia and Pacific, Ms. Debora Comini, officially commenced her visit to the Lao PDR on Oct 24 with a courtesy call to Ms. Phonevanh Outhavong, Vice Minister of Planning and Investment, thus marking her first visit to the country as Regional Director.
Ms. Comini’s is visiting Lao PDR to take part in the UNICEF Regional Management Team Meeting, which gathers regional leaders to discuss the situation of children and effective ways to achieve results for children. The meeting is being hosted by the Lao PDR this year and as part of her mission to the Lao PDR, Ms. Comini is meeting with several senior government figures in the country, including Ms. Outhavong.
During their meeting, Ms. Outhavong welcomed Ms. Comini to the Lao PDR and expressed her appreciation to UNICEF for their continued support in developing Lao PDR’s human capital, while reiterating its importance to the Lao PDR’s planned graduation from Least Developed Country (LDC) status by 2026.
“Improving the lives of children is crucial in unlocking the potential of Lao PDR’s human capital. We thank UNICEF for their support in addressing the most pressing issues children face, from the current learning crisis to other challenges related to health and nutrition required for children to thrive,” remarked Ms. Outhavong.
The UNICEF Regional Director also expressed her thanks to the Vice Minister for the cordial reception. She further thanked the Ministry of Planning and Investment for its collaboration with UNICEF in developing the new Country Programme Document between the two parties, which establishes the priority areas of work between the Government of the Lao PDR and UNICEF from 2022 to 2026.
“The Lao PDR has made steady progress in meeting the Human Development Indicators, including those linked to education, which has set the stage for the Lao PDR’s graduation from LDC status. UNICEF remains committed to working side-by-side with the Lao Government to further develop the country’s human capital, equipping Lao children with the necessary knowledge and skills to fulfill their potential and to support the recovery of lost gains for children during the COVID-19 pandemic,” said Ms. Comini.
Ms. Comini was appointed as UNICEF Regional Director for East Asia and Pacific on 3 November 2021. Prior to taking up this post, she also held several senior positions, including in Indonesia, Nicaragua and Venezuela.

Xi appreciates foreign leaders’ support for 20th CPC National Congress

Meeting Chinese and foreign journalists in Beijing on Oct 23, General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping expressed his appreciations upon the support extended by foreign Party and government leaders for the 20th CPC Central Committee National Congress.
“The international community has been following the 20th CPC National Congress with great interest. Political parties in many countries have sent congratulatory messages and letters. Many of which were from heads of state and government, and from leaders of political parties or important organizations. On behalf of the CPC Central Committee I wish to express our heartfelt appreciations to them all,” said Xi.
The CPC General Secretary met the press to present CPC’s new top leadership – the seven-strong Standing Committee of the Politburo of the 20th CPC Central Committee following the first Plenary Session of the 20th CPC Central Committee held in the morning of the same day.
The Standing Committee comprises General Secretary Xi Jinping, Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi.

The 20th CPC Central Committee National Congress was held at the Great Hall of the People, Beijing on Oct 16-22. It elected a new CPC Central Committee comprising 205 members and 171 alternate members, and a new Central Commission for Discipline Inspection (CCDI) consisting of 133 members.
The congress passed a resolution on the report of the 19th CPC Central Committee, a resolution on the work report of the 19th CCDI, and a resolution on an amendment to the CPC Constitution.

20th CPC National Congress concludes

The 20th National Congress of the Communist Party of China Central Committee came to an end with a complete success on Saturday morning.
Held in Beijing since Oct 16, the Congress was chaired by Politburo of the CPC Central Committee and attended by over 2,200 members of the CPC Central Committee representing 96 million Party members across China.
The Congress adopted a political report of the 19th CPC Central Committee, a report of the 19th CPC Central Commission for Discipline Inspection, a revised Party Constitutionand elected the 20th CPC Central Committee and the 20th CPC Central Commission for Discipline Inspection.
The new CPC leadership will be elected at the first plenary session of the 20th CPC Central Committee on Sunday and they will meet Chinese and foreign journalists in Beijing on the same day.
“Thanks to the concerted efforts of all delegates, the Congress has been a complete success, and we have realized our goals of unifying thinking, fortifying confidence, charting our course, and boosting morale. This has been a congress of holding our banner high, pooling our strength, and promoting solidarity and dedication,” said General Secretary Xi Jinping.
He stated that the report of the 19th Party Central Committee adopted at the Congress provides an analysis of the international and domestic environments, defines the theme of the Congress, reviews Party work over the past five years and the great changes over the first decade of the new era, and elaborates on issues of major significance, such as opening up a new frontier in adapting Marxism to the Chinese context and the needs of the times, and defining the unique features and essential requirements of Chinese modernisation.
“The report sets forth strategic plans for building a modern socialist country in all respects and advancing the great rejuvenation of the Chinese nation on all fronts. It also lays out an overall plan for coordinating our efforts to implement the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy. In doing so, it charts the course and establishes a guide to action for the new journey of advancing the cause of the Party and the country in the new era and for realising the Second Centenary Goal,” said Xi.
A report on the work of the 19th Central Commission for Discipline Inspection approved at the Congress outlines the explorations, practices, and important achievements of the central and local commissions for discipline inspection in advancing full and rigorous Party self-governance under the strong leadership of the Central Committee since the 19th National Congress. It articulates the utmost importance of furthering the Party’s full and rigorous self-governance and the great new project of Party building in the new era to the cause of building a modern socialist country in all respects and advancing national rejuvenation on all fronts.
It underscores the significance of using the CPC’s own transformation to steer social transformation and declares the Party’s firm resolve to keep improving conduct, promoting integrity, and fighting corruption with sober-minded determination to make this an unceasing endeavour.
The revised Party Constitution adopted at the Congress encapsulates the theoretical, practical, and institutional innovations made by the Party since its last National Congress. It sets out clear requirements for upholding and strengthening the Party’s overall leadership, promoting the Party’s full and rigorous self-governance, continuing and improving Party building, and advancing the Party’s self-reform.
During the Congress, the central committees of other political parties, the All-China Federation of Industry and Commerce as well as public figures from all ethnic groups and all sectors in China offered their congratulations, as did members of the public through various means. Political Parties and organizations in many countries around the world also sent congratulatory messages to the Chinese Party leaders.

20th CPC National Congress opens

The 20th National Congress of the Communist Party of China (CPC) was opened at the Great Hall of the People, Beijing, China on Sunday.
Under the chairmanship of Politburo of the CPC Central Committee, the Congress was participated by Secretary General of the CPC Central Committee and President Xi Jinping, member of Politburo of the CPC Central Committee and Prime Minister Li Keqiang and over 2,200 full Party members representing 96 million Party members across China.
Scheduled for Oct 16-22, the 20th Congress aims to hear and examine the political report of the 19th CPC Central Committee, study the report of the CPC Central Commission for Discipline Inspection, consider and approve amendments to the Party Constitution and elect the 20th CPC Central Committee and the 20th CPC Central Commission for Discipline Inspection.
Delivering a report to the congress, comrade Xi Jinping noted that the five years since the 19th National Congress of the CPC Central Committee have been truly momentous and extraordinary. The Party Central Committee has pursued a strategy of national rejuvenation amid global changes of a magnitude not seen in a century.
“The Central Committee has brought together the entire Party, the military and the people and led them in effectively responding to grave, intricate international developments and a series of immense risks and challenges. With great efforts and determination, we have steadily advanced socialism with Chinese characteristics in the new era,” said comrade Xi Jinping.
He highlighted Party’s devotion to finishing building a moderately prosperous society in all respects and its faithful application of new development philosophy on all fronts as well as its focusing on promoting high-quality development, and efforts to create a new pattern of development.
The CPC Central Committee has actively developed advanced socialist culture and ensured and improved public wellbeing as a matter of priority and pooled resources to wage a critical battle against poverty.
In responding to the Covid-19, the CPC Central Committee has put the people and their lives above all else, worked to prevent both imported cases and domestic resurgences and tenaciously pursued a dynamic zero-Covid-19 policy, thus protecting the Chinese people’s health and safety to the greatest extent possible and making tremendously encouraging achievements in both epidemic response and economic and social development.
Comrade Xi also highlighted the Party’s leadership of the Chinese people in solving a great number of problems that had long gone unsolved, securing many achievements that hold major future significance and achieving impressive advances in the cause of the Party and the country.
“The past decade made three major events of great immediate importance and profound historical significance for the cause of the Party and the people. We embraced the centenary of the Communist Party of China, we ushered in a new era of socialism with Chinese characteristics, and we eradicated absolute poverty and finished building a moderately prosperous society in all respects, thus completing the First Centenary Goal. These were historic feats- feats accomplished by the Communist Party of China and the Chinese people striving in unity, feats that will be forever recorded in the Chinese nation’s history, and feats that will profoundly influence the world.”

20th CPC National Congress opens at a crucial time, says Chinese official

The 20th CPC National Congress will be a meeting of great importance to be held at a crucial time as China is embarking on a new journey to build itself into a modern socialist country in all respects and to realize its Second Centenary Goal, a press conference was told in Beijing on Saturday.
“The congress will hold high the great banner of socialism with Chinese characteristics, uphold Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents and the Scientific Outlook on Development and fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,”said Spokesman for the 20th National Congress of the Communist Party of China (CPC) Sun Yeli.
The congress will comprehensively review the work over the past five years and the great achievements made and valuable experience accumulated over the period since the start of the new era as the Party Central Committee with Comrade Xi Jinping at its core united and led the entire Party and the whole nation in upholding and developing socialism with Chinese characteristics, according to the spokesman.
It will thoroughly analyse the situation both in China and abroad and fully grasp the new requirements for the development of the cause of the CPC and China and new expectations of the Chinese people on the new journey in the new era.
The congress will also formulate programmes of action and major policies and make plans and arrangements for the CPC and China’s cause from an overall strategic perspective.
Earlier in the afternoon of the same day, the preparatory meeting of the 20th CPC National Congress was held with the adoption of the agenda of the congress.
The main items on the congress agenda are to hear and examine the report of the 19th CPC Central Committee, to examine the work report of the 19th Central Commission for Discipline Inspection, to deliberate on and adopt the revised Constitution of the Communist Party of China and to elect the 20th CPC Central Committee and the 20th CPC Central Commission for Discipline Inspection.
Some 2,300 delegates elected by 38 electoral units across China are expected to participate in the 20th CPC National Congress which will be held in Beijing, China between October 16 and 22.

CPC’s 20th National Congress in brief

The Communist Party of China will convene its twice-a-decade National Congress in Beijing, China beginning on October 16, 2022.
The National Congress and the Central Committee it elects are the highest leading bodies of the Communist Party of China.
When the National Congress is not in session, the Central Committee leads all the work of the Communist Party of China.
The CPC’s Central Committee holds the National Congress once every five years.
Functions and powers of the CPC’s National Congress include reviewing the work of CPC over the past five years, hearing and examining the reports of the CPC’s Central Committee and Central Commission for Disciplinary Inspection, setting roadmap for both the Party and government of China, discussing and deciding on major issues of the Party.
The CPC’s National Congress also revises the Party Constitution and elects new CPC central leadership.
This year, some 2,300 delegates elected by 38 electoral units across China are expected to attend the congress which comes at important time when the CPC has embarked on a new journey to build China as a modern socialist country in all respects and to realize its second centenary goal.
