The USDA-APHIS RSR determines that Moolec’s genetically engineered soybean, accumulating animal meat protein, is unlikely to pose an increased plant pest risk relative to non-engineered soybeans. Therefore, it is not subject to the APHIS regulation that governs the movement of organisms modified or produced through genetic engineering (as described in 7 CFR part 340).

Vietnam acts to combat white pollution


Hanoi: The Vietnamese Government has issued a lot of policies, participated in various forums, and promoted international cooperation, demonstrating its activeness and affirming its determination to reduce plastic waste and join global efforts toward a planet without white pollution.

According to the Ministry of Natural Resources and Environment, Vietnam’s per capita plastic use has increased rapidly, from 3.8kg a year in 1990 to 41kg in 2015 and about 54kg currently. The increasing consumption will lead to rises in plastic waste, the risk of white pollution, as well as the pressure on the environmental management system, unless effective and scientific management is conducted.

On December 4, 2019, the Prime Minister issued a decision announcing the National Action Plan on Ocean Plastic Waste Management by 2030.

It aims to reduce 75% of plastic waste in seas and oceans; collect 100% of lost or abandoned fishing gears and put an end to the disposal of fishing tools directly into the sea; ensure 100% of tour
ist areas, attractions, accommodation establishments and other coastal tourism services suppliers do not use single-use plastic products and non-biodegradable plastic bags; and 100% of marine protected areas are free of plastic waste.

Following the plan, the ministry officially approved a project on reducing ocean plastic waste in Vietnam. The project, funded by the German Ministry of Environment, Nature Conservation and Nuclear Safety through the World Wide Fund for Nature (WWF), has been implemented in 10 areas of Da Nang city and eight provinces.

At the World Economic Forum (WEF) Annual Meeting in Davos, Switzerland, in 2019, the Minister of Natural Resources and Environment and a WEF representative signed a Letter of Intent related to plastic waste treatment and the building of a circular economy, aiming to help Vietnam participate in the Global Plastic Action Partnership (GPAP). To implement the GPAP, a project on strengthening plastic waste management in Vietnam was approved by the Prime Minister in 2
021. On November 19, 2021, the Minister of Natural Resources and Environment issued a decision on the establishment of a working group to implement the National Plastic Action Partnership (NPAP) programme in Vietnam.

On March 7, 2024, Deputy Minister of Natural Resources and Environment Le Cong Thanh signed a decision publising a plan to implement NPAP activities and participate in international forums on plastic waste in 2024.

The plan aims to support and enhance the operation effectiveness of technical groups established within the framework of the NPAP based on main pillars of innovation, finance, policy, gender equality and inclusive development, and communications and awareness improvement.

In addition, the Institute of Strategy and Policy on Natural Resources and Environment under the Ministry of Natural Resources and Environment is coordinating with the United Nations Environment Programme to build steps to implement a project on enhancing the capacity of plastic pollution management in Vietnam.

It
includes two component projects on strengthening plastic pollution control through promoting monitoring activities in Vietnam to provide information for the management and policy making process, and on intensifying plastic waste value chain management in target provinces with river basins through promoting circular economic models and innovative solutions to prevent plastic waste at source./.

NEDA seeks higher budget for Innovation Fund for 2025

MANILA: The National Economic and Development Authority (NEDA) on Monday said it will seek a bigger budget for its innovation fund next year, a portion of which will be used for an innovation competition.

NEDA Undersecretary Rosemarie Edillon told reporters on the sidelines of the 2024 National Innovation Day Celebration at the Novotel Manila Araneta City in Quezon City, that they are hoping to double the Innovation Fund to PHP200 million next year from the current PHP100 million budget.

Aside from funding innovative projects, Edillon said part of NEDA’s plan is to launch the Presidential Philippine Innovators Award.

“Another thing that we’re thinking about for this year is to launch a Presidential Philippine Innovators Award. So ilo-launch siya, pero (So we will launch but) the awarding will be next year. So one whole year of preparation for that. Gusto namin mala Miss Universe ba? May finalist, may semi-finalist. (We want it to be like Miss Universe. There’s a finalist and there’s a semi-finalist),” said
Edillon.

“It will be an open invitation. We also want to be able to include even the MSMEs (micro, small and medium enterprises). So not just government instrumentalities,” she added.

NEDA Secretary Arsenio Balisacan, for his part, said NEDA is currently developing the guidelines for awards.

“We are launching an innovation competition national and also regional. We are developing the guidelines for now, so we put in budget there for that, because we want to give national prominence to the importance of innovation as key drivers to sustainable growth,” Balisacan said.

Balisacan, in his speech during the event, said innovation is a significant driver of growth and development.

“For this reason, we pay particular attention to how we, as a nation, perform in terms of our systems and institutions for innovation governance,” Balisacan said.

The Philippines ranks 56th among 132 economies in the 2023 Global Innovation Index ranking, up three places from its previous standing in 2022 and surpassing the annual ta
rget set in the Philippine Development Plan 2023-2028.

The government aims to secure the 43rd rank by 2028.

Ilocos Norte gov’t to drivers, operators: Don’t’ overcharge

LAOAG CITY: The Ilocos Norte provincial government on Monday released a fare matrix for jeepneys and tricycles, encouraging the public to report violators, as the province hosts this week the Region 1 Athletic Association Meet.

Lawyer Athena Nicolette A. Pilar, general manager of the integrated traffic management system Metro Ilocos Norte Council (MINC), in an interview, said they have not received any complaints against overcharging but they issued the matrix to avoid drivers from taking advantage of the expected 9,000 players from the region’s14 schools division as well as other visitors who will attend the regional sports event.

‘Thankfully, there was no report yet,’ she said, noting that violators will be dealt with accordingly.

The seven areas included in the matrix are the cities of Laoag and Batac and the municipalities of Bacarra, Pasuquin, San Nicolas, Sarrat, and Vintar.

These have different regular minimum fare amounts ranging from PHP15.000 to PHP20.000 for tricycles and PHP13.00 to PHP46.00 f
or jeepneys.

A 20 percent discount is given to senior citizens and students, except graduate school students.

MINC was established in early 2015 by the provincial government to develop an integrated traffic management system for a safer and more efficient transport sector.

‘Hindi sila MINC in good standing at tanggal lahat ng benefits nila from MINC (They won’t be part of the MINC and in good standing [once they violate] and all their benefits will be forfeited),’ she said, referring to the penalty for violators.

MINC members are given an insurance card, which allows holders to avail of discounts to several establishments, including point-of-care accident insurance in light of the hazard of their livelihood.

They are also entitled to fuel subsidies, including additional allowance for PUV drivers as an incentive, with extra rides and routes offered during the peak tourism seasons or the hosting of sporting events like R1AA.

PBBM’s directive on imports boosts stock investors; peso ends strong

MANILA: The directive of President Ferdinand R. Marcos Jr. to ease the importation of agricultural products has boosted investors’ sentiment on Monday, bringing back the local index to the green territory, while the peso closed strong at the start of the week.

The Philippine Stock Exchange index (PSEi) inched up 1.08 points, or almost flat at 0.02 percent improvement, closing the day at 6,444.08, with All Shares finishing better, rising by 0.12 percent to 3,425.71 level.

‘President Marcos’s directive to ease the importation process of agricultural products provided a boost to market sentiment. This change is anticipated to ease short-term supply issues, which in turn should help reduce inflation caused by supply shortages,’ Philstock Financials, Inc. assistant research manager Claire Alviar said.

Sectoral indices were mixed, with counters ending in the green like Mining and Oil, up by 3.10 percent to 8,477.15; followed by Property, up by 1.66 percent to 2,458.37; and Industrial, up by 0.28 percent to 8,399
.44.

On the other hand, those sectors that closed in the red were Services, Holding Firms, and Financial, with shares each declining by not more than 0.67 percent.

‘However, it was noticeable that many investors remained on the sidelines, with the net market value turnover registering at only PHP3.41 billion, lower than month-to-date average of PHP5.16 billion,’ Alviar said.

Advancers led losers at 96 to 82, with 47 counters left unchanged.

Meanwhile, the peso finished strong at the start of the week, improving by 0.11 to 57.54 to a US dollar from Friday’s finish of 57.65 to a dollar.

This is despite the local currency opening weaker at 57.56 versus last week’s kick-off at 57.35 to the greenback.

The currency pair traded between a low of 57.41 and a high of 57.60 to a dollar.

The weighted average level for the day stood at 57.51 to the greenback.

Volume of trade dropped to USD1.16 billion from last week’s USD1.85 billion.
