Coast guard forces of Vietnam, Japan strengthen cooperation


Tokyo: Major General Vu Trung Kien, Deputy Commander in charge of law of the Vietnam Coast Guard and Vice Commandant Watanabe Yasunori of the Japan Coast Guard co-chaired the 10th bilateral meeting between the two forces in Tokyo on December 20.

This is one of the last events of a series of cooperative activities this year to mark the 50th anniversary of Vietnam-Japan diplomatic relations, the 75th anniversary of the traditional day of the Japan Coast Guard and 25 years of the traditional day of the Vietnam Coast Guard. It is held within the framework of a working trip to Japan by Vietnam Coast Guard delegation from December 19-22.

At the meeting, the two sides reviewed their cooperative activities, including sending ships to visit each other and coordinating in non-combat exercises at sea, exchanging high-level delegations, completing procedures for a project on improving maritime law enforcement capacity for the Vietnam Coast Guard funded by Japan and the 10th bilateral meeting between the two forces.

jor General Kien emphasised that all cooperation activities between the two forces in 2023 have been carried out seriously and effectively, thus helping the Vietnam Coast Guard and Japan Coast Guard improve law enforcement capacity at sea.

He underlined that in the joint statement on upgrading the Vietnam-Japan relations to a “Comprehensive strategic partnership for peace and prosperity in Asia and the world”, the two sides agreed to bolster cooperation in maritime security and safety through the enhancement of cooperation activities, including joint trainings, information sharing, and capacity building between the Coast Guards from both sides.

This is clear evidence that the leaders of Vietnam and Japan acknowledged the sound cooperative relationship between the two coast guard forces and want to develop this cooperative relationship in the future to join hands to build safe, peaceful, cooperative and friendship maritime areas, he said.

The two sides agreed on cooperative activities in 2024, including org
anising the 11th bilateral meeting between the two forces in Vietnam.

During its stay in Japan, the Vietnam Coast Guard delegation paid a courtesy visit to the Commander of the Japan Coast Guard, met the former Deputy Commander of the Japanese Coast Guard and visited a number of units and ships of Yokohama Coast Guard Station./.

2023 a good year for Vietnam – US relations: Ambassador


Washington D.C.: The year 2023 has witnessed important progress in the relationship between Vietnam and the US, with strong and comprehensive development of bilateral ties across all fields, stated Vietnamese Ambassador to the US Nguyen Quoc Dung.

The most outstanding progress with an inclusive significance is the elevation of bilateral ties to a comprehensive strategic partnership for peace, cooperation and sustainable development, the diplomat told Vietnam News Agency (VNA) correspondents in Washington D.C, stressing that the upgrading has created a new momentum and an open corridor for the promotion of cooperation between the two countries in the future.

According to Ambassador Dung, this year saw bustling delegation exchanges and high-level meetings between the two countries, including the talks between General Secretary of the Communist Party of Vietnam Nguyen Phu Trong and US President Joe Biden during the latter’s visit to Vietnam.

In the first 10 months of this year, Vietnam’s exports to the US rea
ched 94.5 billion USD, accounting for nearly 30% of the country’s export revenue, making the US the largest export market of Vietnam.

Despite the downturn in the global trade, two-way trade between the two countries hit over 102 billion USD in the January-October period, he noted, adding that Vietnam has remained among the 10 largest trading partner of the US, with two-way trade increasing more than four folds in 10 years.

Regarding investment, the US ranked 11th among foreign investors in Vietnam with total direct investment of 11.8 billion USD, and most major enterprises of the North American country is now present in the Southeast Asian nation. This year also witnessed a trend of investment from Vietnam to the US, including Vietnamese automaker VinFast’s launching of an electric vehicle manufacturing factory in the US’s North Carolina State.

Meanwhile, defence-security collaboration has been promoted with the success of a defence policy dialogue, while tourism cooperation has been recovered to the pre-p
andemic level with about 700,000 US tourists visiting Vietnam so far this year.

At the same time, bilateral culture-education partnership has been fruitful, with more than 25,000 Vietnamese students studying in the US, ranking first among ASEAN countries.

The two sides have also enjoyed positive cooperation results in health care, epidemic prevention and control, environmental protection, and climate change response, along with close coordination at regional and international forums, said Ambassador Dung.

The diplomat held that in the time to come, the two sides should work harder together in implementing their comprehensive partnership, focusing on 10 major agreed pillars.

Particularly, the two countries need to popularise the spirit and content of the agreements between the two countries to ministries, sectors and localities as well as businesses and people of both sides for implementing suitable programmes and activities, he said.

Ambassador Dung said he hopes the two sides will design a strong coordi
nation mechanism to regularly review and speed up the progress of the agreements, and seek solutions to problems and obstacles./.

Party inspection commission examines violations of some Party organisations, officials


Hanoi: The Inspection Commission of the Party Central Committee scrutinised the outcomes of inspections of some Party organisations and Party officials at a meeting in Hanoi from December 18-20.

The commission concluded that the Party civil affairs committee at the Ministry of Industry and Trade (MoIT) had violated the principle of democratic centralism and working regulations, showed a lack of responsibility and relaxed leadership, letting the ministry and many organisations and individuals violate the Party’s rules and the State’s laws in advisory work and issuance of mechanisms for solar and wind power development as well as for the trading and management of oil and petrol supplies; in the implementation of the adjusted 7th National Power Plan; the management of the price stabilisation fund; the drafting, evaluation, approval, bidding organisation and implementation of projects/bidding packages by the AIC company. Many officials and Party members have been disciplined or subject to criminal prosecution.

According to the commission, those violations and mistakes are attributable to the Party civil affairs committee at the MoIT in the 2016-2021 and 2021-2026 tenures, the standing boards of the Party Committees of the ministry and related departments, as well as the ministry’s many officials, including Tran Tuan Anh, Politburo member, head of the Party Central Committee’s Economic Commission, former Secretary of the Party civil affairs committee at the MoIT and former Minister of the MoIT; Do Thang Hai, member of the the Party civil affairs committee at the MoIT and Deputy Minister of the MoIT; Hoang Quoc Vuong, Secretary of the Party Committee and Chairman of the Members’ Council of the Vietnam Oil and Gas Group (PetroVietnam), former member of the Party civil affairs committee at the MoIT and former Deputy Minister of the MoIT; and Nguyen Anh Tuan, member of the Party civil affairs committee at the MoIT, Vice Secretary of the ministry’s Party Committee and head of the ministry’s Department of Organisation and
Personnel; among others.

To be blamed for the above-said violations and mistakes are also the standing board of the Party Committee of the Vietnam Electricity in the 2015 – 2020, 2020 – 2025 tenures and a number of officials, including Trinh Dinh Dung, former member of the Party Central Committee, former Deputy Prime Minister; Mai Tien Dung, former member of the Party Central Committee, former Minister-Chairman of the Government’s Office; Duong Quang Thanh, former Chairman of the Members’ Council of Vietnam Electricity; Tran Dinh Nhan, former General Director of Vietnam Electricity, and some other officials, the commission said.

The above-said violations have caused serious consequences with possible huge losses of the State’s funding and assets and waste of social resources, negatively affecting the prestige of the Party organisation and State agencies, that calls for disciplinary measures.

The Inspection Commission required the Party civil affairs at the MoIT and Party committees and organisations at rel
ated ministries, sectors, localities and agencies to conduct review, define the specific responsibilities and decide disciplinary measures regarding the said Party organisations and members, and report the results to the commission.

The commission also decided to expel Luu Binh Nhuong, former deputy head of the National Assembly’s Ombudsman Committee, from the Party for showing degradation in political ideology, morality and lifestyle, violating the Party’s regulations and the State’s laws and abusing his position and power for personal gains.

The outcomes of inspections of some Party organisations and Party members were also tabled for discussion at the meeting. The commission requested that those Party organisations and Party members continue to uphold their strong points and draw lessons from the mistakes and violations uncovered during the inspections./.
