Laos marks 30th Anniversary of Constitution Day

A grand meeting to mark the 30th anniversary of the Lao Constitution (15 August 1991-2021) was held at the newly built National Assembly in Vientiane on Friday, Aug 13.

President Thongloun Sisoulith delivered remarks at the meeting which also witnessed the presence of President of the National Assembly Saysomphone Phomvihane, Prime Minister Phankham Viphavanh and other senior officials.

Addressing the event, President Thongloun said the constitution resulted from the evolution of viewpoint exchange among people across the country that reflected prolonged will and a decisive decision made by the national family who stood ready to struggle for a goal of building up Laos as a peaceful, independent, democratic, united, and prosperous country.

“Thirty years ago, on August 13, 1991, the 6th ordinary session of the Supreme People’s Council’s 2nd legislature was opened at the National Assembly hall. The meeting considered a draft constitution proposed by the national constitution drafting committee. Through consideration, in the afternoon of August 14, 1991, the meeting unanimously adopted the first Constituiion of the Lao PDR. The following day, Acting President Phoumy Vongvichit issued a decree No. 555, dated 15 August 1991 promulgating the constitution,” said NA President Xaysomphone Phomvihane.

Four years after its promulgation, in late 1995, with agreement from the Politburo of the 5th Party Central Committee, the 3rd legislature of the National Assembly designated the 15th August 1991 as the National Constitution Day to review the implementation of the Constitution and laws over the previous year, promoting public awareness of respecting and implementing the constitution and laws in the society,” said President of National Assembly Xaysomphone Phomvihane.
